A. Approval of the City Council Minutes - That the City Council approve the\nminutes of the Closed Session, Water/Sewer Rate Financial Study Session –\nPart II, and Regular City Council meetings held on April 28, 2025.

B. Demand on City Treasury (Fiscal Year 2025) - Ratification.

C. Amendment 2 to the Professional Services Agreement with Holistic\nSystem Integration Solutions - That the City Council adopt Resolution\n7636: 1. Approving Amendment 2 to the Professional Services Agreement\nwith Holistic System Integration Solutions, extending the term to December\n31, 2025; and, 2. Directing the Interim City Manager to execute Amendment 2\non behalf of the City.

D. Adopting a Resolution Listing the Projects Funded by Senate Bill 1:\nRoad Repair and Accountability Act and Authorizing Submittal of the\nProject List and Application for Road Maintenance Rehabilitation\nAccount Funds to the California Transportation Commission - That the\nCity Council adopt Resolution 7637: 1. Approving the project list for\nimprovements that are to be funded by Senate Bill 1; and, 2. Authorizing the\nInterim City Manager, or their designee, to submit the project list and\napplication for Road Maintenance and Rehabilitation Account funds to the\nCalifornia Transportation Commission.

E. Approve Second Amendment to the West Cities Communications Center\n(West-Comm) Joint Powers Authority (JPA) Agreement - That the City\nCouncil adopt Resolution 7638: 1. Approving the Second Amendment to the\nWest Cities Communications Center (West-Comm) Joint Powers Authority\nAgreement; and, 2. Authorizing the Interim City Manager to execute the\nSecond Amendment to the West-Comm Joint Powers Authority Agreement.

F. Seeking City Council Approval for the Seal Beach Police Department to\nPurchase Ammunition for Police Rifles Pursuant to the City’s “Military\nEquipment” Use Policy and State Law - That City Council adopt Resolution\n7639 approving the purchase of the .223 / 5.56mm ammunition for the Seal\nBeach Police Department, pursuant to the City’s “military equipment” use\npolicy.

G. Approving and Authorizing Amendment 1 to the Agreement with\nWetlands and Wildlife Care Center for Wildlife Animal Control Services -\nThat the City Council adopt Resolution 7640: 1. Approving Amendment 1 to\nthe Agreement with the Wetlands and Wildlife Care Center; and, 2.\nAuthorizing the Interim City Manager to execute the Amendment; and, 3.\nAuthorizing future extensions, if exercised, as outlined in the Amendment.\nITEMS REMOVED FROM THE CONSENT CALENDAR\nPUBLIC HEARING

H. I. Street Lighting Assessment District - That the City Council adopt: 1.\nResolution 7641 Initiating the annual levy of the street lighting assessment;\nand, 2. Resolution 7642 Setting the date for the public hearing for June 9,\n2025; and, 3. Resolution 7643 Approving the Engineer's Report. No increase\nin assessments is projected for Fiscal Year 2025-2026.

J. Proposition 218 - Proposed Water Rate and Sewer Rate Adjustments -\nThat the City Council adopt Resolution 7644: 1. Setting the Public Hearing on\nthe proposed water and sewer rate adjustments for July 14, 2025, or such\nother date selected by the Interim City Manager; and, 2. Authorizing the City\nClerk, or the City Clerk’s designee, to provide notice of the Public Hearing in\ncompliance with Proposition 218.\nThat the City Council adopt Resolution 7645: 1. Adopting revised procedures\napplicable to the conduct of the Public Hearing and majority protest\nproceedings and establishing an exhaustion of administrative remedies\nprocedure pursuant to Government Code Sections 53759.1 and 53759.
