H.\nApplication for Grant Funds Under the Environmental Cleanup Program\nTier 1 Grant Program, 2025 Call for Projects - That the City Council adopt\nResolution 7649: 1. Authorizing the Interim City Manager to submit an\napplication for grant funds under the Orange County Transportation Authority\n(OCTA) Environmental Cleanup Program (ECP) Tier 1 Grant Program (Tier 1),\n2025 Call for Projects for the 5th Street at Electric Avenue Stormwater\nTreatment Project (Bridgeport), and to accept any grant funds awarded for the\nProject; and, 2. Authorizing the City to fund its share of the project costs and\nany additional costs over the identified programmed amount; and, 3.\nAuthorizing the Interim City Manager, or designee, as agent to conduct all\nnegotiations, and to execute and submit all documents on behalf of the City of\nSeal Beach, including, but not limited to applications, forms, agreements, and\npayment requests, which may be necessary to submit and secure the 2025\nECP Tier 1 grant, the City’s obligations related thereto, and all amendments\nthereto for the Project.

Introduce, read by title only, and waive further reading of\nOrdinance 1718 to renew the Military Equipment Use Ordinance and update\nthe Seal Beach Police Department’s Military Equipment Use Policy – Policy\n706.

K.\nImplementation of Coastal Commission-Approved Beach Parking Lot\nRate Increases - That the City Council adopt Resolution 7651: 1.\nImplementing the beach-parking-lot rate schedule approved by the California\nCoastal Commission (CCC) on May 7, 2025, to take effect July 1, 2025; and,\n2. Accepting the CCC’s conditions of approval and directing staff to satisfy the\nconditions imposed by the CCC; and, 3. Authorizing staff to execute and\nsubmit all documentation required by the CCC—including the Notice of\nReceipt & Acknowledgement, Revised Final Plans, and subsequent\ncompliance reports—within the timelines set forth in the permits.

Amending Resolution 7621 to increase the not-to-exceed cost of\n$214,479.37 to $223,979.36 for the Professional Services Agreement with\nComSonics; and, 2. Amending Resolution 7629 to increase the not-to-exceed\ncost of $49,645.22 to $50,810.00 for purchase of new Mobile Dispatch\nTerminals and associated necessary equipment.
