Approving Amendment 2 to the\nProfessional Services Agreement with Accenture Infrastructure and Capital\nProjects Consulting, LLC (formerly known as Anser Advisory Management,\nLLC), as amended on November 14, 2022, for additional pier improvement\nproject management services for the Seal Beach Pier Concrete Abutment\nRestoration (BP2201), Pier Restroom Restoration (BP2202), and Pier\nRestaurant Feasibility Study (BP2302) projects, and increasing compensation\nby $67,535 for a revised not-to-exceed amount of $228,000; and, 2.\nAuthorizing the Interim City Manager, or their designee, to execute\nAmendment 2.

Adopt the sevenyear Measure M2 Capital Improvement Program (CIP) for Fiscal Years 20252026 through 2031-2032; and, 3. Direct the Interim City Manager or their\ndesignee to file the adopted Resolution, Capital Improvement Program and\nthe Measure M2 eligibility documents with Orange County Transportation\nAuthority (OCTA) in compliance with the requirements of OCTA.

G.\nEmergency Pier Repairs: Determination of Exemption from Public\nBidding based on Finding of Urgency Necessity to Preserve Public\nProperty\nand Awarding and Authorizing a Public Works Agreement with Jilk\nHeavy Construction, Inc. for the Pier Boat Ramp Repair Project\n(CIP EM2501) - That the City Council adopt Resolution 7662: 1. Declaring the\nPier Boat Ramp Repair Project (CIP EM2501) is urgently necessary for the\npreservation of property of the City per City Charter Section 1010, and Seal\nBeach Municipal Code Chapter 3.25, and finding that the contract for the Pier\nBoat Ramp Repair Project (CIP EM2501) is therefore exempt from public\nbidding requirements; and, 2. Authorizing the Interim City Manager or their\ndesignee to execute a public works agreement with Jilk Heavy Construction,\nInc., without advertising for bids, in the amount of $47,580 to perform\nemergency repair work (CIP EM2501); and, 3. Authorizing the Interim City\nManager or their designee to approve additional work requests up to $5,000,\nand inspection services up to $5,000, in connection with the Project, in the\ncumulative not-to-exceed amount of $10,000; and, 4. Approving Budget\nAmendment BA #25-12-01 in the amount of $57,580.

Authorizing\nan amendment to the Classification Plan to reclassify one (1) Maintenance\nServices Supervisor position within the Public Works Department to Public\nWorks Superintendent, and designating this job classification to Grade 28B on\nthe Seal Beach Full-Time Pay Schedule; and, 2. Authorizing an amendment to\nthe Classification Plan to reclassify the Water Services Supervisor position\nwithin the Public Works Department to Senior Utilities Supervisor, and\ndesignating this job classification to Grade 28A on the Seal Beach Full-Time\nPay Schedule; and, 3. Authorizing an amendment to the Classification Plan to\nreclassify one (1) Water Operator position within the Public Works Department\nto Cross-Connection Control Specialist, and designating this job classification\nto Grade 17 on the Seal Beach Full-Time Pay Schedule.
