B.\nApproval of the City Council Minutes - That the City Council approve the\nminutes of the Closed Session and Regular City Council meeting held on July\n28, 2025.

C.\nDemand on City Treasury (Fiscal Year 2026) - Ratification.

D.\nNotice of Completion for the Arterial Paving Program, Seal Beach\nBoulevard from Westminster Avenue to North Gate Road, CIP O-ST-3 That the City Council adopt Resolution 7681: 1. Accepting the Arterial Paving\nProgram, Seal Beach Boulevard from Westminster Avenue to North Gate\nRoad, CIP O-ST-3, by All American Asphalt in amount of $1,421,646.41; and,\n2. Directing the City Clerk to file a “Notice of Completion” with the Orange\nCounty Clerk-Recorder within fifteen (15) days from the date of acceptance\nand to release retention thirty-five (35) days after recordation of the Notice of\nCompletion contingent upon no claims being filed on the Project.

E.\nAmendments to Professional Service Agreements with Lisa Wise\nConsulting, Inc. - That the City Council adopt Resolution 7682: 1. Approving\nAmendment 2 to Professional Service Agreement with Lisa Wise Consulting,\nInc., to provide professional services related to the 2021-2029 Housing\nElement Update, extending the term to December 31, 2025; and, 2. Approving\nAmendment 2 to Professional Service Agreement with Lisa Wise Consulting,\nInc., to provide professional services revising portions of Title 11 of the\nMunicipal Code to implement the 2021-2029 Housing Element, extending the\nterm to December 31, 2025; and, 3. Authorizing the City Manager to execute\neach Amendment on behalf of the City.

F.\nAmendment 2 to the Professional Services Agreement with Stantec\nConsulting Services, Inc. - That the City Council adopt Resolution 7683: 1.\nApproving Amendment 2 to the Professional Services Agreement with Stantec\nConsulting Services, Inc., extending the term to December 31, 2025; and, 2.\nDirecting the City Manager to execute Amendment 2 on behalf of the City.

G.\nAmendment 3 to the Professional Services Agreement with Holistic\nSystem Integration Solutions - That the City Council adopt Resolution 7684:\n1. Approving Amendment 3 to the Professional Services Agreement with\nHolistic System Integration Solutions to approve an increase in compensation\nof $15,000 for continued post-implementation support of Tyler Technologies’\nEnterprise Permitting and Licensing (EPL) Land Management Software\nSystem for a revised total not-to-exceed amount of $35,000; and, 2. Directing\nthe City Manager to execute Amendment 3 on behalf of the City.

H.\nProposition 218 Protest Public Hearing – Water Rate and Sewer Rate\nAdjustments - 1. That the City Council conduct a public hearing to accept\ncomments on the proposed water and sewer rate adjustments; and, 2. Upon\nthe conclusion of the public hearing, that the City Council adopt Resolution\n7668 responding to timely filed written objections to the proposed water and\n\nsewer rates pursuant to the requirements of Assembly Bill 2257; and, 3. Upon\nthe conclusion of the public hearing, provided a majority protest against the\nproposed water rates does not exist, that City Council adopt Resolution 7669\nestablishing the water rates, effective August 1, 2025; and, 4. Upon the\nconclusion of the public hearing, provided a majority protest against the\nproposed sewer rates does not exist, that City Council adopt Resolution 7670\nestablishing the sewer rates, effective August 1, 2025; and, 5.
