E.\nCity Council Appointment to Seal Beach Cable Communications\nFoundation - It is the request of Council Member Senecal that the City\nCouncil appoint Bruce Lau to the Seal Beach Cable Communications\nFoundation.

F.\nNotice of Completion for the Seal Beach Boulevard at North Gate Road\nImprovement Project, CIP ST2301 - That the City Council adopt Resolution\n7693: 1. Accepting the Seal Beach Boulevard at North Gate Road\nImprovement Project, CIP ST2301, by R.J. Noble Company in the amount of\n$507,830.31; and, 2. Directing the City Clerk to file a “Notice of Completion”\nwith the Orange County Clerk-Recorder within fifteen (15) days from the date\nof acceptance and to release retention thirty-five (35) days after recordation of\nthe Notice of Completion contingent upon no claims being filed on the Project.

G.\nProfessional Services Agreement with Michael Baker International for\nthe Preparation of an Update to the General Plan’s Open Space,\nRecreation, and Conservation Elements - That the City Council adopt\nResolution 7694: 1. Approving the Professional Services Agreement with\nMichael Baker International for $58,911 for the preparation of the update to\nthe Open Space, Recreation and Conservation Elements; and, 2. Authorizing\nthe City Manager to execute the Agreement on behalf of the City.

H.\nProfessional Services Agreement with Park Consulting Group, Inc. - That\nthe City Council adopt Resolution 7695: 1. Approving the Professional\nServices Agreement with Park Consulting Group, Inc. for $72,050; and, 2.\nAuthorizing the City Manager to execute the Agreement on behalf of the City.

I.\nIntroduction of an Ordinance of the City of Seal Beach Adopting By\nReference the 2025 California Building Code, 2025 California Residential\nCode, 2025 California Electrical Code, 2025 California Mechanical Code,\n2025 California Plumbing Code, and 2025 California Fire Code with\nCertain Amendments, Additions and Deletions, Amending Title 9 of the\nSeal Beach Municipal Code, and Approving a California Environmental\nQuality Act (CEQA) Exemption Determination - That the City Council\nreceive the staff report, introduce for the first reading by title only Ordinance\n1719 amending Chapter 9.60 of Title 9 of the Municipal Code, and direct staff\nto schedule a noticed public hearing prior to second reading and adoption of\nthe same. Rejecting all bids received for the Lampson Well Treatment System\nProject, CIP WT1902; and, 2. Providing direction on reevaluating project\nparameters, including contract documents, delivery schedule and cost\nimpacts, prior to rebidding; and, 3. Deferring consideration of approving\nAmendment 3 to the Professional Services Agreement with Pacific Advanced\nCivil Engineering, Inc. for Engineering Services for the Project; and, 4.\nDeferring consideration of approving a Professional Services Agreement with\nButier Engineering, Inc. for Construction Management and Inspection\nServices for the Project; and, 5. K.\nAdoption of Municipal Code Amendment Relating to the City’s CrossConnection Control Program and Adopting the City’s Cross-Connection\nControl Management Plan Pursuant to Assembly Bill 1671 (Statute of\n2024) - That the City Council: 1. Introduce, waive full reading, and read by title\nonly, Ordinance 1720, amending Sections 9.35.005 and 9.35.090 of Chapter\n9.35 (Water) of Title 9 of the Seal Beach Municipal Code pertaining to the\ncross-connection program; and, 2. Adopt Resolution 7698, adopting the City\nCross-Connection Control Management Plan.
