C.\nCity Council Appointment - It is at the request of Mayor Landau that the City\nCouncil appoint Leslie Carter to represent District Three on the Environmental\nQuality Control Board (EQCB).

D.\nSecond Reading and Adoption of Ordinance 1721, 1722, and 1723 - That\nthe City Council: 1. Conduct a second reading, read by title only, and adopt\nOrdinance 1721 titled “An Ordinance of the City of Seal Beach Amending Title\n11 (Zoning Code) of the Seal Beach Municipal Code to Establish the Mixed\nCommercial/Residential High-Density Zone and to Make Related Zoning\nCode Text Amendments to Implement the Mixed Commercial/Residential High\nDensity (Mc/Rhd) Zone;” and, 2. Conduct a second reading, read by title only,\nand adopt Ordinance 1722 titled “An Ordinance of the City of Seal Beach\nApproving a Zone Change (Housing Element Implementation Rezoning\nProgram) to Amend the Official Zoning Map of the City of Seal Beach to\nImplement the 2021-2029 (6th Cycle) of the Housing Element of the Seal\nBeach General Plan to Fulfill State Housing Law;” and, 3. Conduct a second\nreading, read by title only, and adopt Ordinance 1723 titled “An Ordinance of\nthe City of Seal Beach to Amend Portions of the Main Street Specific Plan to\nAllow Residential Uses to Implement the 2021-2029 (6th Cycle) of the\nHousing Element of the Seal Beach General Plan to Fulfill State Housing\nLaw.”

E.\nSecond Amendment to Communications Site Lease Agreement for 211\nEighth Street - That the City Council adopt Resolution 7710: 1. Approving\nthe proposed Second Amendment for an existing cell tower site on public\nproperty to increase the rent and extend the term to June 2046; and, 2.\nApproving Budget Amendment #26-05-01 accepting funds including the onetime payment and the increase in existing rents; and, 3. Directing the City\nManager to execute the Second Amendment on behalf of the City.

F.\nAmendment 1 to the Professional Services Agreement with MRS\nEnvironmental Inc. for the Preparation of an Initial Study and Mitigated\nNegative Declaration - That the City Council adopt Resolution 7711: 1.\nApproving Amendment 1 to the Professional Services Agreement with MRS\nEnvironmental, Inc. to increase compensation by $2,500 for continued\nservices for the preparation of an Initial Study and Mitigated Negative\nDeclaration; and, 2. Adopt Ordinance 1724 Adding Chapter\n4.60 (Parks and Recreation Facilities Impact Fee) and Repealing Section\n10.50.010 of the Seal Beach Municipal Code; and, 3. I.\nApproving the Adoption of the 2025 Seal Beach Local Hazard Mitigation\nPlan and Authorizing and Directing City Staff to Execute - That the City\nCouncil adopt Resolution 7714: 1. Adopting the 2025 Seal Beach Local\nHazard Mitigation as presented to the City Council on November 10, 2025, as\nan official plan; and, 2. Authorizing and directing staff to execute such\ndocuments and take such actions as may be necessary and proper to carry\nout the purposes of this resolution and implement the Local Hazard Mitigation\nPlan, including applying for grants to fund mitigation actions contained in the\nplan.
