Conduct a second reading, read by title only,\nand adopt Ordinance 1722 titled “An Ordinance of the City of Seal Beach\nApproving a Zone Change (Housing Element Implementation Rezoning\nProgram) to Amend the Official Zoning Map of the City of Seal Beach to\nImplement the 2021-2029 (6th Cycle) of the Housing Element of the Seal\nBeach General Plan to Fulfill State Housing Law;” and, 3. Adopting the 2025 Seal Beach Local\nHazard Mitigation as presented to the City Council on November 10, 2025, as\nan official plan; and, 2. Authorizing and directing staff to execute such\ndocuments and take such actions as may be necessary and proper to carry\nout the purposes of this resolution and implement the Local Hazard Mitigation\nPlan, including applying for grants to fund mitigation actions contained in the\nplan.
