D.\nCity of Seal Beach Annual Audit Reports for Fiscal Year Ending June 30,\n2025 - That the City Council receive and file the following documents for the\nFiscal Year ending June 30, 2025:

E.\nLetter of Support for Senate Bill 758 - Substance Control and Retail\nIntegrity Act - That the City Council authorize the Mayor to execute a letter of\nsupport   for   Senate   Bill   758   (SB   758),   the   Substance   Control   and   Retail\nIntegrity Act, which would prohibit all licensed Cigarette and Tobacco retailers\n(except grocery stores) from selling nitrous oxide to prevent misuse of the\nchemical.

F.\nApplication for Water Recycling Funding Program Planning Grant\nthrough the State Water Resources Control Board - That the City Council\nadopt   Resolution   7733:   1.   Approving   the   Financial   Assistance   Grant\nApplication related to the Water Recycling Funding Program Planning Grant\nthrough   the   State   Water   Resources   Control   Board   for   the   Seal   Beach\nRecycled   Water   Feasibility   Study,   and   authorizing   and   directing   the   City\nManager, or designee, to sign and file for and on behalf of the City, said\nFinancial Assistance Grant Application for the grant; and, 2. Designating and\ndirecting the City Manager, or designee, to execute all necessary documents\nto   apply   for,   accept,   receive,   recognize,   provide   for   the   assurance,\ncertifications, and commitments required for the Financial Assistance Grant\nApplication, including executing a financial assistance agreement with the\nState Water Resources Control Board, and any amendments or changes\nthereto, and to recognize and amend the City’s budget to incorporate funding,\nand   utilize   the   grant   funding   pursuant   to   the   grant   program;   and,   3.\nDesignating the City Manager, or designee, to represent the City in carrying\nout the City’s responsibilities under the grant agreement, including certifying\ndisbursement requests on behalf of the City and compliance with applicable\nstate and federal laws.

G.\nApproving and Awarding a Public Works Agreement with Garland/DBS,\nInc., and Approving Expenses Related to Testing, Abatement, and\nRepairs for the Marina Community Center Roof Replacement, CIP\nBG2506 - That the City Council adopt Resolution 7734: 1. Approving the\nscope of work, plans, specifications and other contract documents for the\nMarina Community Center Roof Replacement, CIP BG2506 (Project); and, 2.\nApproving and awarding a Public Works Agreement with Garland/DBS, Inc., in\nthe not-to-exceed amount of $307,489 for the Project; and, 3. Authorizing the\nCity Manager, or designee, to approve additional work requests up to $30,800\n(approximately 10%) and inspection services up to $10,000 in connection with\nthe   Project,   in   the   cumulative   not-to-exceed   amount   of   $40,800;   and,   4.\nAuthorizing the City Manager, or designee, to approve expenses up to the\namount of $15,000 for Moisture Assessment and Building Materials Testing\nand $25,000 for Abatement Services, in connection with the Project; and, 5.\nAuthorizing the City Manager, or designee, to approve expenses for building\nrepair up to $50,000, in connection with the Project.

H.\nApproving an Amendment to the Classification Plan and Designating the\nPay Grade and Status of the Human Resources Specialist Classification\n- That the City Council adopt Resolution 7735: 1. Authorizing an amendment\nto the Classification Plan to add the Human Resources Specialist position,\nand designating this job classification to Grade 20 on the Seal Beach Full-\nTime   Pay   Schedule;   and,   2.  Amending   the   Fiscal  Year   2025-26   Position\nAllocation Plan to include one (1) full-time Human Resources Specialist.\nITEMS REMOVED FROM THE CONSENT CALENDAR\nUNFINISHED / CONTINUED BUSINESS – None\nNEW BUSINESS – None
