E.\nApproving and Authorizing Amendment 1 to the Professional Services\nAgreement with Silsby Strategic Advisors, Inc. for the San Gabriel\nRiver Trash Mitigation Initiative - That the City Council adopt Resolution\n7738: 1. Approving Amendment 1 to the Professional Services Agreement\n\nwith Silsby Strategic Advisors, Inc. for additional San Gabriel River Trash\nMitigation Initiative strategic support services, increasing compensation for\nsuch additional services by $65,000 for a revised total not-to-exceed\namount of $209,000, and extending the Agreement term to June 30, 2027;\nand, 2. Authorizing and directing the City Manager to execute Amendment 1\non behalf of the City.

F.\nApproving the Payoff of Orange County Transportation Authority\nReimbursement Agreement No. U-2017-151087 - That the City Council\nadopt Resolution 7739 approving the early payoff of the City’s proportionate\nshare under the Orange County Transportation Authority Reimbursement\nAgreement No. U-2017-151087 in the amount of $191,899.17, with a payoff\ndate of March 1, 2026.

G.\nApprove the Memorandum of Understanding between the City of Seal\nBeach and the Seal Beach Police Management Association for the\nperiod of July 1, 2025 through June 30, 2027 and Related Budget\nAmendment - That the City Council adopt Resolution 7740: 1. Approving\nthe Memorandum of Understanding (MOU) between the City of Seal Beach\nand the Seal Beach Police Management Association for the period of July\n1, 2025 through June 30, 2027; and, 2. Approving Budget Amendment BA\n#26-08-01 in the amount of $27,319; and, 3. Authorizing the City Manager\nto execute the Memorandum of Understanding (MOU) between the City of\nSeal Beach and the Seal Beach Police Management Association.

H.\nAccepting Grant Funds from the Orange County Coastkeeper and\nCalifornia Coastal Conservancy and Authorizing Execution of the\nGrant Agreement -  That the City Council adopt Resolution 7741:\n1. Accepting an award of grant funds in the amount of $47,897.33 from the\nOrange County Coastkeeper and the California Coastal Conservancy; and,\n2. Authorizing the City Manager, or their designee, to execute the grant\nagreement, including any amendments and related documents, and to take\nall actions necessary to secure the grant funds and implement the\napproved grant; and, 3. Approving Budget Amendment BA #26-08-02 in the\namount of $47,897.33.

I.\nApprove the Purchase of Ammunition for Police Rifles Pursuant to the\nCity’s “Military Equipment” Use Policy and State Law - That the City\nCouncil adopt Resolution 7742 to approve the purchase of .223 / 5.56mm\nammunition for the Seal Beach Police Department (SBPD), pursuant to the\nCity’s “military equipment” use policy.

J.\nApproving a Professional Services Agreement with Seal Beach Cable\nCommunications Foundation -  That the City Council adopt Resolution\n7743: 1. Approving a Professional Services Agreement with the Seal Beach\nCable Communications Foundation for Production of Public, Educational,\nand Government Communication Services; and, 2. L.\nAppeal Request of the Planning Commission Approval for an Initial\nStudy/Mitigated Negative Declaration and Minor Use Permit 22-03 to\nallow the Installation and Operation of a 1.5 Megawatt Fixed-Tilt\nGround Mounted Solar Photovoltaic System at the existing Hellman\nRanch Oil and Gas Production Facility - That the City Council: 1. Hold a\nde novo public hearing, allow public testimony, and at the conclusion of the\nhearing, consider all testimony, comments and evidence; and, 2.
