A. Calling and Consolidation of Election – November 3, 2026 -\nThat the City Council adopt: 1. Ordinance 1727 calling and giving\nnotice of holding the General Municipal Election to be held on\nTuesday, November 3, 2026; and, 2. Resolution 7778 requesting\nthe Board of Supervisors of the County of Orange to consolidate\nthe City’s General Municipal Election with the Statewide General\nElection to be held on Tuesday, November 3, 2026, for the\npurpose of the election of three (3) Members of the City Council\n(Districts 1,3, and 5) for the full four-year term of each office; and,\n3. Resolution 7779 adopting regulations for Candidates’\nStatements submitted to the voters; and, 4. Resolution 7780\nproviding for the conduct of a Municipal Run-off Election in the\nevent no candidate receives 50% plus 1 votes for each office to\nbe held on Tuesday, January 26, 2027.\nCONSENT CALENDAR\nItems on the consent calendar are considered to be routine and are enacted by a\nsingle motion with the exception of items removed by Council Members.

Approving the project list for improvements\nthat are to be funded by Senate Bill 1; and, 2. Authorizing the City\nManager, or their designee, to submit the project list and\napplication for Road Maintenance and Rehabilitation Account\nfunds to the California Transportation Commission.

E. Notice of Completion for the Marina Community Center Roof\nReplacement, CIP BG2506 - That the City Council adopt\nResolution 7782: 1. Accepting the completion of the Marina\nCommunity Center Roof Replacement, CIP BG2506, by\nGarland/DBS, Inc. in the amount of $338,255; and, 2. Directing\nthe City Clerk to file a “Notice of Completion” with the Orange\nCounty Clerk-Recorder within fifteen (15) days from the date of\nacceptance and to release retention thirty-five (35) days after\nrecordation of the Notice of Completion contingent upon no claims\nbeing filed on the Project.

F. Approving Amendment 3 to the Professional Services\nAgreement with Psomas for the Development of an\nEnvironmental Impact Report - That the City Council approve\nResolution 7783: 1. Approving Amendment 3 to the Professional\nServices Agreement with Psomas for the development of an\nEnvironmental Impact Report pursuant to the exemption from\ncompetitive bidding requirements set forth in Seal Beach\nMunicipal Code (SBMC) Section 3.20.025 for a 12-month\nextension to expire on June 30, 2027, and an increase in $22,363\nfor a revised total not-to-exceed amount of $278,836 pursuant to\nthe Proposal submitted by Psomas dated May 14, 2026; and, 2.\nAuthorizing the City Manager to execute Amendment 3 with\nPsomas on behalf of the City.

Approving and awarding a\nProfessional Services Agreement to CivicStone Inc. for project\nmanagement services related to the Leisure World Bathroom\nAccessibility Program pursuant to the exemption from competitive\nbidding requirements set forth in Seal Beach Municipal Code\n3.20.025(C), for a three-year term in the not-to-exceed amount of\n$74,000 per Fiscal Year pursuant to the Scope of Services\nsubmitted by CivicStone Inc.; and, 2.
