APPEAL OF PLANNING COMMISSION DECISION APPROVING A REQUEST FOR\nA CONDITIONAL USE PERMIT AMENDMENT AND AN ADDENDUM TO THE\nMITIGATED NEGATIVE DECLARATION TO UPDATE THE ALVERNO HEIGHTS\nACADEMY (AHA) MASTER PLAN AT 200 NORTH MICHILLINDA AVENUE\nPURSUANT TO CITY COUNCIL RESOLUTION 23-13, A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF SIERRA MADRE TO CONSIDER A CONDITIONAL\nUSE PERMIT AMENDMENT AND ADDENDUM TO THE MITIGATED NEGATIVE\nDECLARATION TO UPDATE THE ALVERNO HEIGHTS ACADEMY MASTER PLAN\nTO ALLOW THE CONSTRUCTION OF PERMANENT CLASSROOM BUILDINGS TO\nACCOMMODATE TRANSITIONAL KINDERGARTEN TO EIGHTH (TK-8 th) GRADE\nINSTRUCTION AND OTHER CAMPUS IMPROVEMENTS AT 200 NORTH\nMICHILLINDA AVENUE\nIt is recommended that the City Council modify the action of the Planning Commission to\nstrengthen the administrative record and impose conditions of approval as determined\nby the City Council, and approve Conditional Use Permit 21-03 (CUP 21-03), and the\nAddendum to the Mitigated Negative Declaration (MND), to update the Alverno Heights\nAcademy Master Plan pursuant to City Council Resolution 23-13.\nCEQA FINDINGS\nAn amended Mitigated Negative Declaration (MND) was prepared to evaluate the Alverno\nHeights Academy Master Plan improvements. The amended MND determined that the facts\nupon which the findings were based in the 2011 Initial Study (IS/MND) remain unchanged and\nvalidated that the proposed Refined Project would not create new or substantially more adverse\nimpacts than those evaluated for the approved project.
