a) CONSIDERATION OF RESOLUTION 23-64 APPROVING CERTAIN DEMANDS\nIt is recommended that the City Council approve Resolution 23-64 approving payment of\nCity Warrants in the aggregate amount of $610,281.02; Sierra Madre Library Warrants in\nthe aggregate amount of $10,073.16; and Payroll Transfer in the aggregate amount of\n$488,674.52; for the fiscal year ending June 30, 2024.

b) CONSIDERATION OF APPROVAL TO PURCHASE AND IMPLEMENT BODY-WORN\nAND IN-CAR CAMERAS ON POLICE DEPARTMENT PERSONNEL AND\nEQUIPMENT\nIt is recommended that the City Council approve the bid proposal not to exceed\n$245,000.00 Over 5 years, for the installation, programming, training, and implementation\nof 25 AXON Body-Worn cameras and 8 AXON In-Car-Cameras.

c) CONSIDERATION OF APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT\nWITH TRUEPOINT SOLUTIONS AND ACCELA LICENSING / SUBSCRIPTION\nAGREEMENT TO IMPLEMENT A PROJECT MANAGEMENT AND CASE\nMANAGEMENT ONLINE PERMITTING PLATFORM\nIt is recommended that the City Council review and approve the Professional Service\nAgreement with TruePoint Solutions for the purchase and implementation of an Accela-\nbased case management and online permitting system for a total not-to-exceed amount\nof a three-year contract of $284,633.61.

d) CONSIDERATION OF APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT\nWITH AP TRITON TO PROVIDE A FIRE DEPARTMENT MASTER PLAN FOR THE\nSIERRA MADRE FIRE DEPARTMENT\nIt is recommended that the City Council approve a professional agreement contract, not\nto exceed an amount of $60,000.00, with AP Triton to provide a Fire Department Master\nPlan for the Sierra Madre Fire Department.\nDISCUSSION

1. DISCUSSION REGARDING THE WATER AND WASTEWATER RATE STUDY AND\nIMPLEMENTATION OF PROPOSITION 218 PROCESS\nIt is recommended that the City Council direct staff to initiate the Proposition 218\nNotification and complete the 2024 Comprehensive Water and Wastewater Cost of\nService Study based on the recommended proposed rates detailed on September 26,\n2023 Water Rate Workshop; and Set December 12, 2023, at 6:30 p.m. at Sierra Madre\nCity Hall for the Public Hearing as required by Proposition 218 process.

2. DISCUSSION REGARDING THE SIERRA VISTA PARK PLAYGROUND\nIMPROVEMENT PROJECT AWARD\nIt is recommended that the City Council award the Sierra Vista Park playground\nconstruction project to R.E. Schultz Construction Inc. in the not-to-exceed amount of\n$600,000.00.
