a. 2022 GENERAL PLAN ANNUAL PROGRESS REPORT\nSummary:\nEach year, as mandated by California Government Code Section 65400, cities\nare required to prepare and submit to their legislative bodies an Annual Progress\nReport (APR) for the previous calendar year. The APR notes the progress of the\nCity’s implementation of the General Plan goals and associated policies. Cities\nmust submit the APR to the Governor’s Office of Planning and Research, and to\nthe State Department of Housing and Community Development, each year by\nthe April 1st deadline.\nRecommendation:\nAuthorize staff to submit the Signal Hill General Plan APR for the 2022 calendar\nyear to the Governor’s Office of Planning and Research, and to the State\nDepartment of Housing and Community Development.

b. PUBLIC WORKS CONTRACT WITH TJ JANCA CONSTRUCTION, INC. (TJ\nJANCA) FOR THE DISCOVERY WELL PARK PLAY AREA RESURFACING\nPROJECT (PORTION OF PROJECT NO. 80.23006)\nSummary:\nStaff is proposing a Public Works Contract with contractor TJ Janca for\nconstruction of the Discovery Well Park Play Area Resurfacing Project. The\nscope of work includes installation of a rubberized poured-in-place playground\nsurface compliant with Americans with Disabilities Act (ADA), Consumer Product\nSafety Commission (CPSC) guidelines, and American Society for Testing and\nMaterials (ASTM) standards for playgrounds.\nThe subject scope of work is a portion of Capital Improvement Project (CIP) No.\n80.23006. The City procured the contract separately due to Federal Community\nDevelopment Block Grant (CDBG) funding requirements. The City Council\napproved a separate contract with Playcore Wisconsin, Inc. DBA GameTime\n(GameTime) on October 25th, 2022, to perform other portions of Project No.\n80.23006 and Project No. 80.23005 which include installation of new playground\nequipment at Discovery Well Park, resurfacing of the adjacent basketball court,\nand conversion of the existing handball court into a pickleball court.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with TJ\nJanca for construction of the Project, in a form approved by the City Attorney.\nThe term of the agreement is for 30 calendar days upon issuance of Notice\nto Proceed with a not-to-exceed contract amount of $82,357.00.\n2. Authorize contingencies of $3,645 and up to a 180-day term extension\npursuant to the City’s Purchasing and Contracting Guidelines, to be utilized if\napproved by the Public Works Director.

The purpose of this item is to streamline the City Council\nmeeting process, avoid unnecessary delay and allow more time for substantive\ndiscussion of items on the agenda.\nRecommendation:\nWaive the reading of all ordinances. Wherein the titles appear on the public\nagenda; said titles shall be determined to have been read by title, and further\nreading is waived.

FEE WAIVER REQUEST FOR THE FRIENDS OF SIGNAL HILL LIBRARY\n(FOSHL) BOOK SALE\nSummary:\nStaff received a request from FOSHL for a fee waiver and use of the Signal Hill\nLibrary Community Room, City staff costs, and supplies for the set up and\nbreakdown of their book sale, which will take place on Thursday, April 27, 2023,\nfrom 1:00 p.m. to 6:00 p.m.\nRecommendation:\nReview and approve a waiver of fees for use of Signal Hill Library Community\nRoom, City staff costs, supplies, and allow use of space for banner hanging for\nprogram advertisement.
