ADOPTION OF 2023-2028 SIGNAL HILL STRATEGIC PLAN\nSummary:\nThe City’s Strategic Plan guides the City's vision and goals, serving to\naccomplish the community's long-term vision, priorities, and objectives, while\nenabling coordinated efforts among departments. The Strategic Plan also\nestablishes clear benchmarks and performance metrics for accountability that\ntrack important milestones and assess the efficacy of programs. The 2023-2028\nStrategic Plan, developed with feedback from various community stakeholder\ngroups, establishes the strategic framework that will enable the completion of\nimportant objectives. To further focus these efforts, each City Department\ndeveloped specific workplans that highlight the work each Department and\nDivision will carry out over the next year. Staff will update the Strategic Plan on\nan annual review cycle to align with the budget adoption process to promote\naccountability and enable the City Council to reprioritize goals as necessary.\nStaff recommends adopting the 2023-2028 Strategic Plan substantially in the\nform presented.\nRecommendation:\nAdopt the 2023-2028 Signal Hill Strategic Plan substantially in the form\npresented.

PUBLIC WORKS CONTRACT WITH CJ CONCRETE CONSTRUCTION INC.\nFOR THE FISCAL YEAR 2023-2024 SIDEWALK REPAIR PROJECT\n(PROJECT NO. 90.24007)\nSummary:\nThe City Council will consider entering into a Public Works Contract with CJ\nConcrete Construction Incorporated for the construction of the Sidewalk Repair\nProject (Project No. 90.24007). This Project is performed annually to improve\nsafe path of travel for pedestrians and is performed in accordance with the City’s\nSidewalk Inspection Program.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with CJ\nConcrete Construction Inc. for construction of the Sidewalk Repair Project\n(Project No. 90.24007), for a term of 30 working days, a not-to-exceed\ncontract amount of $64,581.00, and in a form approved by the City Attorney.\n2. Authorize a project contingency of $15,419.00 and up to a 30-working day\nterm extension to be utilized by the Public Works Director for additional\nscope of work to be performed on adjacent streets during construction.

CONTRACT AMENDMENT REGISTER DATED SEPTEMBER 26, 2023\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· Funds have been authorized as part of the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date; and\n· City Manager reviewed and approved each amendment for streamlined\nprocessing.\nThe contract amendment being presented for City Council consideration is as\nfollows:\nW.G. Zimmerman Engineering, Inc.: On-call engineering services. Amendment\nNo. 4 increases compensation by $64,800. The revised total not-to-exceed\namount is $1,248,800.\nRecommendation:\nAuthorize the Contract Amendment Register dated September 26, 2023.
