c. AGREEMENTS WITH BLUESPACE INTERIORS, LLC., AND MOHAWK\nCOMMERCIAL, INCORPORATED FOR THE PURCHASE AND INSTALLATION\nOF CITY HALL FURNITURE, ARCHITECTURAL WALLS, AND FLOORING\nSummary:\nThe recent public outreach effort associated with the Civic Center Master Plan\nfound that the community desires to preserve City Hall as a place to conduct\nCity business, a community gathering place, and a landmark. While the City has\nmaximized the use of City Hall over the past few decades, certain elements\nhave suffered from deferred maintenance. One of the key goals of the City Hall\nRenovation project is to significantly enhance the long-term viability of the\nbuilding so it may continue serving the public for many years. The City Council\nrecently approved a renovation budget for City Hall that will provide for the\nreplacement of office furnishings, replace flooring, make various repairs, and\ncreate more usable space. To advance this project, staff recommends approval\nof agreements with Bluespace Interiors, LLC. (Bluespace) and Mohawk\nCommercial, Incorporated (Mohawk) for the purchase and installation of new\nfurniture, construction of architectural walls, and installation of flooring for City\nHall, in a combined amount not-to-exceed $673,479.04. The proposed\nimprovements would create 10 additional workstations and add a conference\nroom to the ground floor of City Hall. Subject to City Council approval, the new\nfurniture and flooring installation would begin by fall 2024 and be completed by\nearly 2025.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, system, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\nStaff is recommending approval of agreements with:\n1) Bluespace Interiors, LLC., for the purchase and installation of new\nfurniture and architectural walls for City Hall, in an amount not to-exceed\n$529,474.37, in a form approved by the City Attorney, and authorize the\nCity Manager to utilize a project contingency of up to 10% ($52,947.43) in\nthe event of changed or unforeseen conditions, for a total budget of\n$582,421.80; and\n2) Mohawk Commercial, Incorporated for the purchase and installation of\nnew flooring for City Hall, in an amount not to-exceed $144,004.67, in a\nform approved by the City Attorney; and authorize the City Manager to\nutilize a project contingency of up to 10% ($14,400.46) in the event of\nchanged or unforeseen conditions, for a total budget of $158,405.13.

ADOPTION OF A RESOLUTION RATIFYING THE CITY MANAGER’S\nPROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY IN\nRESPONSE TO 2024 FEBRUARY WINTER STORMS AND AUTHORIZING\nAPPROPRIATIONS FROM THE FISCAL YEAR 2023-24 GENERAL FUND\nUNASSIGNED FUND BALANCE FOR IMMEDIATE SHORT-TERM REPAIRS\nSummary:\nOn February 4, 2024, Governor Gavin Newsom proclaimed a State of\nEmergency for eight counties in Southern California, including Los Angeles\nCounty, as a series of winter storms began impacting much of the State with\nhigh winds, damaging rain, and heavy snowfall. As of February 6, 2024, the City\nof Signal Hill experienced significant damage to the Panorama Promenade and\nMolino Avenue and 20th Street. California Government Code 8630, et. Seq.,\nand Signal Hill Municipal Code, Chapter 2, Section 2.76.060, provide the City\nManager, as Director of Emergency Services, the authority to proclaim the\nexistence of a local emergency if the City Council is not in session, which must\nbe proclaimed within 10 days of an event. The City Council will consider\nadopting a resolution ratifying the proclamation of the existence of a local\nemergency in response to the February 2024 winter storms, made by the City\nManager as the Director of Emergency Services, on February 7, 2024. The City\nCouncil will also consider adopting a proposed Resolution authorizing\nappropriations from the Fiscal Year 2023-24 General Fund Unassigned Fund\nBalance/Capital Improvement Projects Reserve fund for needed immediate\nshort-term repairs in the amount of $800,000.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1. Adopt the resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, RATIFYING THE PROCLAMATION OF THE EXISTENCE OF A\nLOCAL EMERGENCY BY THE CITY MANAGER OF THE CITY OF SIGNAL\nHILL, AS DIRECTOR OF EMERGENCY SERVICES\n2. Adopt the resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, AMENDING THE ADOPTED BUDGET AND AUTHORIZING\nBUDGET APPROPRIATIONS FOR FISCAL YEAR 2023-24 FOR THE\nEMERGENCY REPAIRS RESULTING FROM THE 2024 WINTER STORM\nDAMAGE IN THE AMOUNT OF $800,000.\n(15) CONSENT CALENDAR\nThe following Consent Calendar items are expected to be routine and\nnon-controversial.
