RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE\nDOCUMENTATION TO ENTER INTO AN AGREEMENT WITH THE LOS\nANGELES COUNTY FLOOD CONTROL DISTRICT TO ACCEPT AND\nEXPEND FUNDING FOR THE RESERVOIR PARK STORMWATER CAPTURE\nPROJECT TRANSFERRED FROM THE REGIONAL SAFE CLEAN WATER\nPROGRAM\nSummary:\nOn November 6, 2018, Los Angeles Voters approved Measure W, a parcel tax\naimed at providing dedicated funding for stormwater programs and projects\nwhich help increase local groundwater supply, improve water quality, and protect\npublic health. The Los Angeles County Flood Control District (LACFCD) is\nresponsible for implementing and administering Measure W funds through the\nSafe Clean Water Program.\nIn July 2023, the City of Signal Hill applied for Safe Clean Water regional\nprogram funding under the Fiscal Year 2024-2025 Call for Projects for a\nstormwater capture project at Reservoir Park. On October 22, 2024, the Los\nAngeles County Board of Supervisors approved the Stormwater Investment Plan\n(SIP) for the Regional Program in the amount of $6,676,878. The LACFCD\nrequires City-adopted resolution authorization for the execution of certain\ntransfer agreements. If approved, the resolution would allow the City to enter\ninto a Transfer Agreement and move forward with securing funds to implement\nthe Reservoir Park Stormwater Capture Project.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL\nDOCUMENTS NECESSARY TO ENTER INTO AN AGREEMENT WITH THE\nLOS ANGELES COUNTY FLOOD CONTROL DISTRICT AND TO ACCEPT\nAND EXPEND FUNDING FOR THE RESERVOIR PARK STORMWATER\nCAPTURE PROJECT FROM THE SAFE CLEAN PROGRAM’S REGIONAL\nPROGRAM TRANSFER AGREEMENT NO. 2024RPLSGR03.
