Accepting $11,200 in federal funds from a 2022 State Homeland Security\nProgram (SHSP) grant awarded to the City of Solana Beach for the purchase of\nstructural firefighting turnouts.\nb. Authorizing the City Manager, or his designee, to sign and submit the required\nCalifornia Governor's Office of Emergency Services Fiscal Year (FY) 2022\nStandard Assurances for Cal OES Federal Non-Disaster Grant Programs.\nc. Approving a budget amendment of $11,200 to the Federal Grant revenue\naccount and the Minor Equipment expenditure account for the Fire Department\nboth in the Public Safety Special Revenue fund.\nd. Authorizing the City Treasurer to amend the FY 2023/24 Adopted Budget\naccordingly.

Helix, Applicant: Bowers, Case: DRP22-013, SDP22-011.\n(File 0600-40)\nThe proposed project meets the minimum zoning requirements under the SBMC, may\nbe found to be consistent with the General Plan and may be found, as conditioned, to\nmeet the discretionary findings required as discussed in this report to approve a DRP\nand SDP. Therefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to\nSection 15303 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt\nResolution 2023-064 conditionally approving a DRP and SDP for a new two-story,\nsingle-family residence with a fully subterranean basement and an attached two-car\ngarage and perform associated site improvements at 228 North Helix Avenue, Solana\nBeach.\nItem B.1. (File\n0600-40)\nThe proposed project could be found to be consistent with the General Plan and the\nSBMC and could be found, as conditioned, to meet the discretionary findings required\nas discussed in this report to approve a DRP. Therefore, Staff recommends that the\nCity Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to\nSection 15304 of the State CEQA Guidelines; and\n3. Awarding a construction contract to Western Rim Constructors, Inc. totaling\n$1,124,554 for the La Colonia Tot Lot Replacement, Bid No. 2023-08.\nb. Approving an amount of $95,056 for construction contingency.\nc. Authorizing the City Manager to execute the construction contract on behalf of\nthe City.\nd. Authorizing the City Manager to approve cumulative change orders up to the\nconstruction contingency amount.\ne. Authorizing the City Manager to execute any and all agreements necessary to\npurchase the integrated components (including alternative dome/net structure)\nof the La Colonia Tot Lot playground equipment from GameTime, or their\napproved equipment supplier, at a cost not to exceed $175,000.\nf.
