(File 0390-32)\nRecommendation: That the City Council\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Adopt Resolution 2023-114:\na. Finding that the funding request and project implementation are exempt from\nthe California Environmental Quality Act pursuant to the State CEQA\nGuidelines.\nb. Approving the list of public street ADA ramp locations.\nc. Requesting FY 2024/25 Community Development Block Grant Funds for ADA\npedestrian ramp improvements at various public street intersections.\nd. Finding that all of FY 2024/25 CDBG funds, presently estimated at a total of\n$52,132, are designated to be used for ADA pedestrian ramp improvements.\ne. (File 0600-40)\nThe proposed project meets the minimum zoning requirements under the SBMC, may\nbe found to be consistent with the General Plan and may be found, as conditioned, to\nmeet the discretionary findings required as discussed in this report to approve a DRP.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to\nSection 15301 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt\nResolution 2023-112 conditionally approving a DRP and SDP to construct a 119\nsquare-foot second-floor addition with associated improvements to two-story\nsingle-family residence at 611 Seabright Lane, Solana Beach.\nItem B.2. (File 0600-\n40)\nThe proposed project meets the minimum zoning requirements under the SBMC, may\nbe found to be consistent with the General Plan and may be found, as conditioned, to\nmeet the discretionary findings required as discussed in this report to approve a DRP.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to\nSection 15303 of the State CEQA Guidelines; and\n3.
