B.1. Public Hearing: Community Development Block Grant (CDBG) Funds –\nAmericans with Disabilities Act (ADA) Pedestrian Ramp Improvements – Fiscal\nYear 2025/26. (File 0390-32)\nRecommendation: That the City Council\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony; Close the Public Hearing.\n2. Adopt Resolution 2024-106:\na. Finding that the funding request and project implementation are exempt from\nthe California Environmental Quality Act pursuant to the State CEQA\nGuidelines.\nb. Approving the list of public street ADA ramp locations.\nc. Requesting FY 2025/26 Community Development Block Grant Funds for ADA\npedestrian ramp improvements at various public street intersections.\nd. Finding that all of FY 2025/26 CDBG funds, presently estimated at a total of\n$52,814, are designated to be used for ADA pedestrian ramp improvements.\ne. Authorizing the City Manager to work with the City Engineer to refine the list of\nADA Ramps based on actual amounts, and execute the County contract for\nmanagement and implementation of the CDBG program.

Adopt Ordinance 537 adding Chapter 6.40 to the Solana Beach Municipal Code\nto prohibit the sale and distribution of kratom products to persons under the age\nof 21.

Awarding a construction contract to Palm Engineering Construction\nCompany in the amount of $93,782.50, for the Highland Drive Median\nPlanting Project, Bid No. 2024-10.\nb. Approving the amount of $9,000 for construction contingency.\nc. Authorizing the City Manager to execute the construction contract on behalf\nof the City.\nd. Authorizing the City Manager to approve cumulative change orders up to\nthe amount of the construction contingency.\ne. Appropriating $23,000 from Measure S Fund Balance to the project account\nfor the Highland Drive Median Improvements.\nf. Authorizing the City Treasurer to amend the FY 2024/25 Adopted Budget\naccordingly.
