J.3\nStreetlight and Safety Lights Maintenance and Repairs\nRecommendation: That the City Council\n1. Adopt Resolution 2026-031:\na. Authorizing the City Manager to enter into a Professional Services Agreement with Yunex, Inc., for Streetlight and Safety Lights Maintenance and Repairs, in a not-to-exceed amount of $90,000 for FY 2026/2027, with up to four additional one-year extensions, each subject to an annual CPI adjustment, for a maximum term of five years.\nb. Approving a Budget Appropriations increase in the amount of $24,200 to Street Lighting - Professional Services Account 2117600.65300.\nc. Authorizing the City Manager to extend the agreement for up to four additional years at the City's option.\nd. Authorizing the City Treasurer to amend the FY 2026/27 Adopted budget accordingly.

L.1\nSenior Transportation Pilot Program\nRecommendation: That the City Council\n1. Adopt Resolution 2026-022:\na. Select JFS of San Diego to provide transportation services for a six-\nmonth pilot senior transportation program.\nb. Authorizing the City Manager to execute a PSA with JFS of San Diego\nto provide these services.\nc\n. Appropriating up to $100,000 from account\n4596520.65300.\nd. Authorizing the City Treasurer to amend the FY 2025/26 budget as\nnecessary.\n2. Adopt Resolution 2026-039:\na. Authorizing the City to submit a grant application to SANDAG for Flexible Fleet funding.\nb. If SANDAG awards grant funding to the City's application, the City commits to providing matching fund amounts listed in the grant application.\nc. Authorizing the City Manager to accept the grant funds, execute the grant agreement in substantially the same form as provided with the FFGP Call for Projects, and complete the project as described in the application.

L.2\nState Parks Grant Application Authorization\nRecommendation: That the City Council\n1. Adopt Resolution 2026-035 authorizing submittal of a Grant application to\nthe State of California Department of Parks and Recreation, Division of Boating and Waterways, and authorize the City Manager to act on behalf of the City of Solana Beach, in consultation with the City Attorney, to negotiate and execute all agreements and amendments necessary to comply with the State Parks, Division of Boating and Waterways grant requirements.\nM.\nLEGISLATIVE POLICY AND CORRESPONDENCE\nCity Correspondence on proposed and existing state and federal laws.\nN.\nWORK PLAN COMMENTS\nCouncil comments on Work Plan status, needs, edits, etc. that were not discusssed on prior items.
