Authorizing the City Manager to execute a Professional Services Agreement with Willdan for the building plan check and building inspection services for three (3) years with two (2) additional one (1) year optional extensions at the City Manager's discretion.

J.4 Stormwater Program Management Services\nRecommendation: That the City Council\n1. Adopt Resolution 2026-043:\na. Authorizing the City Manager to execute an amendment to the Professional Services Agreement with Mikhail Ogawa Engineering for Stormwater Program Management Services, increasing the annual not-to-exceed amount from $140,000 to $170,000 for FY 2025/26.\nb. Authorizing the City Treasurer to amend the FY 2025/26 Adopted Budget accordingly.

K.1 Public Hearing: 1114 Via Mil Cumbres, Case No: RP25-015/SDP25-020, Applicant: Blazar, APN: 263-\n612-16\nThe proposed project meets the minimum zoning requirements under the SBMC, may be found to be consistent with the General Plan and may be found, as conditioned, to meet the discretionary findings required as discussed in this report to approve a DRP. Therefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures, Receive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to Section 15301 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt Resolution 2026-042 conditionally approving a DRP and SDP to construct a 566 square-foot second-floor addition to an existing two-story, single-family residence with an attached garage at 1114 Via Mil Cumbres, Solana Beach.

L.1 Solid Waste Rate Review Prop 218 Notification\nRecommendation: That the City Council\n1. Adopt Resolution 2026-033 setting the Solid Waste Rate Review Public Hearing protest vote for June 10, 2026.

L.2 Work Plan\nRecommendation: That the City Council\n1. Receive the update on the FY 2025-2026 Work Plan, and review and discuss potential goals and actions to continue, modify, eliminate or add in the FY 2026-2027 Work Plan.
