K.1 298-093-90\nThe proposed project meets the minimum zoning requirements under the SBMC, may be found to be consistent with the General\nPlan and may be found, as conditioned, to meet the discretionary findings required as discussed in this report to approve a MEC.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures, Receive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to Section 15303 of the State CEQA Guidelines; and\n3. Find that the circumstances that warranted the conditions of approval in 2003, have changed and therefore, remove\nconditions of approval B.i and B.ii included in Resolution 2003-070.\n4. Consider the requisite findings to approve a MEC adopt Resolution 2026-061 for a new fence on the southern property line\nbetween 146 and 150 S. Granados Avenue, Solana Beach.
