J.1 Planning, Communications and Engagement Consulting Recommendation: That the City Council\n1. Authorize the City Manager to execute an amendment to the Professional Services Agreement with Lew Edwards Group for\nplanning, communications and engagement services, increasing the contract by $40,500 for a total not-to-exceed amount of $84,375.

J.2 List of Demands Recommendation: That the City Council\n1. Ratify the register of demands for April 18, 2026 - May 01, 2026.

J.3 Quarterly Investment Report Recommendation: That the City Council\n1. Accepts and files the attached Cash and Investment Report for the quarter ending March 31, 2026.

J.4 Sewer System Management Plan Recommendation: That the City Council\n1. Adopt Resolution 2026-062 approving updates to the Sewer System Management Plan in accordance with the State Water Resources Control Board Waste Discharge Requirements.\n2. Authorize the City Manager, or designee, to submit the approved SSMP to the State Water Resources Control Board and\ntake all actions necessary to maintain compliance with Order No. 2022-0103-DWQ.

J.5 Santa Fe Hills HOA Maintenance Improvement District (MID) Recommendation: That the City Council\n1. Adopt Resolution 2026-048 authorizing the City Manager to execute a Maintenance Improvement District Agreement with\nSanta Fe Hills Homeowners’ Association, Inc. effective July 1, 2026.

J.6 Audio Visual Services Recommendation: That the City Council\n1. Adopt Resolution 2026-060 authorizing the City Manager to execute a Professional Services Agreement with Western Audio Visual, Inc.

K.1 298-093-90\nThe proposed project meets the minimum zoning requirements under the SBMC, may be found to be consistent with the General\nPlan and may be found, as conditioned, to meet the discretionary findings required as discussed in this report to approve a MEC.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures, Receive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to Section 15303 of the State CEQA Guidelines; and\n3. Find that the circumstances that warranted the conditions of approval in 2003, have changed and therefore, remove\nconditions of approval B.i and B.ii included in Resolution 2003-070.\n4. Consider the requisite findings to approve a MEC adopt Resolution 2026-061 for a new fence on the southern property line\nbetween 146 and 150 S. Granados Avenue, Solana Beach.

Awarding a construction contract to Tri-Group Construction and Development, Inc. in the amount of $6,740,708.00, for\nthe Lomas Santa Fe Corridor East Improvements Project, Bid No. 2026-03, CPFCDSL 5445(008).\nb. Approving an amount of $675,000.00 for construction contingency.\nc. Authorizing the City Manager to execute the construction contract on behalf of the City.\nd. Authorizing the City Manager to approve cumulative change orders up to the construction contingency amount.\ne. Authorizing the City Treasurer to amend the FY 2025/26 Adopted Budget accordingly.\n2.
