The City entered into\na Professional Services Agreement ("Agreement") with The Sauce Creative\nServices for newsletter publishing services, which expires on April 25,\n2025. Amendment No. 1 will renew and extend the Agreement for three (3)\nadditional one (1) year terms.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 25-026, approving Amendment No. 1\nrenewing and extending the current agreement between the City and\nThe Sauce Creative Services for three (3) additional one (1) year\nterms; and\n2. 7.d. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-027,\nAPPROVING AMENDMENT NO. 1 TO THE PUBLIC WORKS\nAGREEMENT BETWEEN THE CITY AND CALPROMAX ENGINEERING,\nINC. FOR THE TRAFFIC SIGNAL IMPROVEMENTS AT LEE AVE &\nGARVEY AVE AND DURFEE AVE & PECK RD (HSIPL-5352(021))\nOn March 26, 2024, the City Council of the City of South El Monte (“City\nCouncil”) approved a Public Works Agreement with Calpromax\nEngineering, Inc. (“Agreement”), for the Traffic Signal Improvements at Lee\nAve & Garvey Ave and Durfee Ave & Peck Rd (HSIPL-5352(021))\n(“Project”). An extension of the term of the Agreement is necessary for\nproject completion; no additional compensation is required.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 25-027, extending the term of the Agreement to March 26,\n2026, to complete the Project.

FOR THE TRAFFIC SIGNAL IMPROVEMENTS AT\nLEE AVE & GARVEY AVE AND DURFEE AVE & PECK RD (HSIPL-\n5352(021)\nOn January 24, 2023, the City Council of the City of South El Monte (“City\nCouncil”) approved a Contract Services Agreement with Kimley Horn and\nAssociates, Inc. (“Agreement”) for the design services for the Traffic Signal\nImprovements at Lee Ave & Garvey Ave and Durfee Ave & Peck Rd\n(HSIPL-5352(021)) (“Project”). An extension of the term of the Agreement\nis necessary for project completion; no additional compensation is required.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 25-028, extending the term of the Agreement, Inc. to\nJanuary 10, 2026, to complete the project.

CONSIDERATION AND APPROVAL OF RESOLUTION 25-029\nINCREASING COMPENSATION AND UPGRADING JOB DESCRIPTION\nFOR DEPUTY CITY CLERK; AND RESOLUTION 25-030 UPGRADING\nTHE JOB DESCRIPTION FOR ACCOUNTING MANAGER\nApproval of the attached resolutions would increase the compensation for\nthe position of Deputy City Clerk and upgrade the job description for the\npositions of Deputy City Clerk and Accounting Manager.\nRECOMMENDED ACTION: Staff recommends City Council adopt the\nattached Resolution No. 25-029 and Resolution No. 25-030 revising the\nposition of Deputy City Clerk by increasing compensation and upgrading\nthe job description. DISCUSSION AND CONSIDERATION OF THE ESTABLISHMENT OF A\nCITY COMMISSION OR COMMITTEE TO PROVIDE GUIDANCE AND\nSTRATEGIES REGARDING THE ASSISTANCE OF THE UNHOUSED\nPOPULATION OF THE CITY OF SOUTH EL MONTE\nDiscussion and consideration of the establishment of a Homelessness\nCommission or Committee by the South El Monte City Council with the\nintention of providing guidance to the City in matters impacting its unhoused\npopulation.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Discuss the establishment of a City of South El Monte\nHomelessness Commission or Committee; and\n2. Authorize the City Clerk or designee to draft any and all documents\nnecessary to further the establishment of a City of South El Monte\nHomelessness Commission or Committee that is discussed herein.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a project\nsubject to the California Environmental Quality Act (CEQA) in accordance with\nSection 21065 of CEQA and State CEQA Guidelines Sections 15060(c)(2),\n15060(c)(3), and 15378. Approving and allocating funds for eligible housing\nprojects is an administrative action that would not cause either a direct physical\nchange in the environment or a reasonably foreseeable indirect physical\nchange in the environment. Therefore, the proposed action is not a “project”\nsubject to CEQA, as defined in Section 21065 of CEQA and Section 15378 of\nthe State CEQA Guidelines. Since the action is not a project subject to CEQA,\nno environmental document is required.
