10.a. CONSIDERATION AND APPROVAL OF TWO AGREEMENTS WITH\nSAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS (SGVCOG) TO\nPARTICIPATE IN THE SGV WORK FORCE PROGRAM\nThe San Gabriel Valley Council of Governments (SGVCOG) launched the\nSGV Works workforce development program to provide paid employment\nand supportive services to individuals facing significant barriers to\nemployment. The program originally began through funding secured by\nSenator Susan Rubio in the 2021 State Budget. Building on the success of\nthis initiative, SGVCOG has now received $2,000,000 in Federal\nCommunity Project Funding—secured through the efforts of Senator Alex\nPadilla, Representative Grace Napolitano, and Representative Linda\nSánchez—to continue and expand the program through March 31, 2026.\nRECOMMENDED ACTION: Staff recommends approval of both contracts\nwith SGVCOG to participate in the Work Force program.\nGeneral Business Items 10.b. through 10.d. next page.\n

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-068, OF\nAN EMERGENCY PURCHASE AND INSTALLATION OF AUDIO AND\nVISUAL COUNCIL CHAMBER EQUIPMENT\nEmergency Purchase and Installation of Council Chamber Equipment.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Find that there is a need to complete the emergency work;\n2. Adopt the attached Resolution No. 25-068, by four-fifths vote, to\ndetermine that there is a need to proceed with emergency work for\nthe purchase and installation of audio and visual Council Chamber\nEquipment; and\n3. Approve an agreement with Western Audio Visual for the purchase\nand installation of the Council Chamber Equipment in an Amount not\nto exceed $80,000.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-069,\nADOPTING CONTRACT AMENDMENT NO. 3 WITH TOWNSEND\nPUBLIC AFFAIRS LLC FOR GRANT WRITING SERVICES\nThe contract with Townsend Public Affairs LLC (Townsend) for grantwriting services expired on June 30, 2025. Staff recommends City Council\nadopt Resolution No. 25-069, adopting Amendment No. 3 to extend the\nterm of the agreement with Townsend for three (3) years through June 30,\n2028, and increasing the scope of grant-writing services to cover all\npossible State and Federal grants for Public Works, Parks, Buildings,\nTransportation, and other.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 25-069, adopting Contract Amendment No. 3 with\nTownsend.

DISCUSSION AND CONSIDERATION OF RESOLUTION NO. 25-071,\nAPPROVING THE FORMATION OF THE SOUTH EL MONTE\nCOMMUNITY BENEFIT FOUNDATION\nDiscussion and consideration of a Resolution approving the formation of\nthe South El Monte Community Benefit Foundation by the South El Monte\nCity Council.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Discuss and consider the formation of the City of South El Monte\nCommunity Benefit Foundation (Foundation);\n2. Adopt Resolution No. 25-071;\n3. Authorize the City Clerk or designee to draft any and all documents\nnecessary to form the Foundation;\n4. Direct Staff to develop a process for selecting the first Board of\nDirectors of the Foundation for review and approval;\n5. Work with the City Attorney to draft the Foundation’s Bylaws and\nArticles of Incorporation to reflect a community-led governance\nstructure; and\n6. Provide additional direction to Staff.
