COUNCILMEMBER MANUEL ACOSTA\nDonate $10,000 to Marian Outreach at Epiphany Church in South El Monte\nDiscussion/Action: Marian Outreach serves between 70 to 80 families,\ncomprising of more than 260 individuals, with weekly food distribution within\nthe South El Monte community. Given current economic conditions and the\npresent uncertainty of government programs, food insecurity is keenly felt\nby our families. Lately, there has been a surge of more families coming to\ntheir door for assistance. A $10,000 donation will help them continue\nserving our families in need. Marian Outreach is a 501(c)3 non-profit\ncorporation.

7.d.\nCONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-105,\nAPPROVING AND ADOPTING THE CITY OF SOUTH EL MONTE\nPOLICY MANUAL AND REPEALING RESOLUTION NO. 83-2595\nStaff seeks City Council consideration and approval of Resolution No. 25-\n105 adopting the City of South El Monte Policy Manual (“Policy Manual”).\nRECOMMENDED ACTION: Staff recommends City Council approve\nResolution No. 25-105, adopting the City of South El Monte Policy Manual.\nThe Policy Manual was developed with the assistance of Lexipol, an\nexternal personnel consultant, which worked collaboratively with the City’s\nHuman Resources Department to produce comprehensive and updated\npersonnel rules.

7.e.\nCONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-106,\nAPPROVING ACCEPTANCE OF FUNDS FROM THE CALIFORNIA\nDEPARTMENT OF JUSTICE (DOJ),TOBACCO GRANT PROGRAM FOR\nFY 2025-26\nThe California Department of Justice (DOJ) Tobacco Grant Program\nprovides support for enforcement and educational activities to identify\nillegal tobacco vendors and retailers throughout the City to establish\ncompliance with tobacco laws and ordinances to limit access and sales of\ntobacco-related products to minors. The City was awarded $291,235 in\nTobacco Grant.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 25-106, accepting the DOJ Tobacco Grant;\nand\n2. Authorize the City Manager to execute any and all documents\nnecessary to further the award acceptance and compliance with the\nterms of the grant.

9.a.\nSELECTION OF MAYOR PRO TEM\nThe City Council will consider appointing a Mayor Pro Tem from among its\nmembers. The term of office shall be one year, or until the City Council\nselects a successor.\nRECOMMENDED ACTION: Staff recommends City Council select a Mayor\nPro Tem from among its members for a term of one year.

9.b.\nCONSIDERATION\nAND\nAPPROVAL\nOF\nAPPOINTMENT/RE-\nAPPOINTMENT OF REPRESENTATIVE TO THE GREATER LOS\nANGELES COUNTY VECTOR CONTROL DISTRICT BOARD OF\nTRUSTEES\nStaff is requesting appointment.\nRECOMMENDED ACTION: Staff is requesting reappointing Trustee\nDelgado or appointing a new trustee for a two (2) or four (4) Year Term.

9.c.\nCONSIDERATION AND APPROVAL OF THE CITY'S 2026 SPECIAL\nEVENTS CALENDAR\nThe City's 2026 Special Events Calendar includes recommended dates,\ntimes, and locations for the City-sponsored events held by the Community\nServices Department. All scheduled events are subject to modifications,\ndate changes, and/or cancelations\nRECOMMENDED ACTION: Staff recommends City Council discuss and\napprove the proposed City's 2026 Special Calendar with the following\nchanges:\n1. The proposed 2026 Night Market Series; and\n2. The proposed Fourth of July Celebration event; and\n3. The proposed National Day of Prayer event; and\n4. The proposed State of the City event; and\n5. The proposed Women and Girls Empowerment Brunch; and\n6. The proposed Meet and Greet with the South El Monte Special\nAssignment Officers.
