Approve Amendment No. 2 to Contract No. 2023-125-CC with Z&K Consultants, Inc., to\nExtend Construction Management and Inspection Services for Circle Park Renovation City\nProject No. 609-PRK\nThe City Council will consider: (PW)\na.  Approve Amendment No. 2 to Contract No. 2023-125-CC with Z&K Consultants, Inc. to fund\nadditional construction management and inspection services performed for the Circle Park\nImprovement Project, City Project No. 609-PRK, and to extend the contract term through March\n31, 2026, in an amount not to exceed $56,727; and\nb.  Authorizing the Mayor to execute Amendment No. 2 in a form acceptable to the City Attorney.

Approve Amendment No. 1 to Contract No. 2022-116-CC with Avant-Garde, Inc., for as\nneeded administrative services for the CDBG and HOME Programs\nThe City Council will consider: (CD)\na.  Approving Amendment No. 1 to Contract No. 2022-116-CC with Avant-Garde, Inc., for as\nneeded administrative services for the CDBG and HOME Programs (“Agreement”) as follows:\na. A six-month extension from January 1, 2026, through June 30, 2026, to align the\ncontract with the City’s fiscal year, in an amount not to exceed $110,000; and\nb. A one-year term from July 1, 2026, through June 30, 2027, in an amount not to\nexceed $221,000.\nb.  Authorizing the Mayor to execute the Agreement, in a form acceptable to the City Attorney.

Approve Agreement for Professional Services with Southstar Engineering & Consulting,\nInc. for On-Call Technical Advisory Support for the LACMTA Southeast Gateway Line\nProject\nThe City Council will consider: (PW)\na.  Approving a Professional Services Agreement with Southstar Engineering & Consulting, Inc.\nto provide on-call technical advisory support for the LACTMA Southeast Gateway Line Project,\nfor a not to exceed amount of Forty-Nine Thousand Eight Hundred Sixty Dollars ($49,860);\nb.  Appropriating $200,000 in LA Metro Regional Measure M Funds to the Southeast Gateway\nLine Light Rail Project and add it to the Capital Improvement Program;\nc.  Authorizing the City Manager to approve and execute amendments up to a cumulative amount\nof $50,000; and\nd.  Authorizing the Mayor to execute the Professional Services Agreement in a form acceptable to\nthe City Attorney.

Approve Professional Services Agreement with Willdan Engineering to Provide as\nNeeded Plan Review and Inspection Services for Public Works Department, Field\nOperations Division\nThe City Council will consider: (PW)\na.  Approving a Professional Services Agreement with Willdan to provide as-needed plan check\nand inspection services in the amount of $100,000 annually; and\nb.  Authorizing the Mayor to execute the Agreement in a form acceptable by the City Attorney.

Approve Purchase Orders with Los Angeles County Department of Public Works to\nPerform Maintenance and Repair on Various City Owned Bridges Under the Bridge\nMaintenance and Repair, City Project No. 719-ST\nThe City Council will consider: (PW)\na.  Approving Purchase Orders for the Los Angeles County Public Works to perform bridge\nmaintenance services on various City owned bridges as a Part of the Bridge Maintenance and\nRepair, City Project No. 719-ST, for an amount not to exceed $338,480; and\nb.  Appropriating $200,480 in Proposition C Funds to the Bridge Maintenance and Repair, CIP\nProject No. 719-ST.

Accept Notice of Completion of the Construction of the 9923 San Luis Avenue Parking\nLot Improvements, City Project No. 63-SP\nThe City Council will consider: (PW)\na.  Accepting completion of construction, effective May 26, 2025, of the 9923 San Luis Avenue\nParking Lot Improvements, City Project No. 63-SP, constructed by Golden Coast Construction;\nand\nb.  Directing the City Clerk to file a Notice of Completion with the Los Angeles County Registrar\nRecorder’s Office.

Accept Notice of Completion for the Urban Orchard Park Completion Phase, City Project\nNo. 539-PRK\nThe City Council will consider: (PW)\na.  Accepting completion of construction, effective October 16, 2025, of the Urban Orchard\nCompletion Phase, City Project No. 539-PRK, constructed by Los Angeles Engineering, Inc; and\nb.  Approving Contract Change Order in the amount of $323,789 to fund Measure W;\nc.  Appropriating $1,100,342 from to San Gabriel and Lower Los Angeles Rivers sand Mountain\nConservancy Grant to the Urban Orchard Completion Phase, City Project No. 539-PRK;\nd.  Appropriating $285,000 from the Los Angeles County Regional Park and Open Space District-\nMeasure A Technical Assistance Program Grant to the Urban Orchard Completion Phase, City\nProject No. 539-PRK; and\ne. Directing the City Clerk to file a Notice of Completion with the Los Angeles County Registrar\nRecorder’s Office.
