RENEWAL OF DECLARATION THAT AN EMERGENCY CONDITION EXISTS\nARISING FROM DAMAGE TO THE WESTERLY END STANTON PARK PEDESTRIAN\nBRIDGE\nConsideration of the City Council to continue declaring the repair an emergency. The\nwesterly end pedestrian bridge at Stanton Park has been damaged and unusable since\nJune 2023. The pedestrian bridge is a major pedestrian walkway serving many of the\nresidents of the City.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Find that the City Council continues declaring the repairs an emergency.\nFebruary 25, 2025

APPROVAL OF GRANT AGREEMENT (FEDERAL AWARD NO. 693JJ32540391,\nPROCUREMENT REQUEST HSA240292PR) WITH THE U.S. DEPARTMENT OF\nTRANSPORTATION (USDOT) FEDERAL HIGHWAY ADMINISTRATION (FHWA) FOR\nTHE VISION ZERO ACTION PLAN PROJECT (TASK CODE NO. 2025-102)\nAs part of the Safe Streets and Roads for All (SS4A) program, USDOT FHWA is looking\nto work with local agencies through grant funding to prevent roadway deaths and serious\ninjuries. The City has requested grant funding to conduct a citywide assessment of\nprincipal and collector arterial streets relating to safety conditions and investigating\nopportunities for public infrastructure upgrades to improve roadway safety and reduce\ncollision rates. Staff is recommending approval of the Grant Agreement with USDOT\nFHWA and authorization for the City Manager to bind the City with USDOT FHWA to\nimplement the project.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Approve the USDOT FHWA Grant Agreement, Federal Award No. 693JJ32540391,\nProcurement Request No. HSA240292PR; and\n3. Authorize the City Manager to bind the City of Stanton and the USDOT FHWA in a\ncontract to implement the project.
