9B. City Manager/City Clerk - Approve Request for Subsidy for League of\nWomen Voters Torrance Area for Use of Toyota Meeting Hall. Expenditure: $665\n(General Fund).\nRecommendation of the City Manager and City Clerk that City Council approve the request\nfor subsidy of rental fees in the amount of $665 for the use of the Toyota Meeting Hall by\nthe League of Women Voters Torrance Area to host an event "Racism in the South Bay"\non February 23, 2023.

9D. City Manager - Approve Side Letter Agreements Between Torrance Police\nOfficers Association (TPOA) and Management and Torrance Police Commanders\nAssociation (TPCA) and Management. Expenditure: Approximately $1,057,622\n(General Fund).\nRecommendation of the City Manager that City Council:\n1) Approve a Side Letter Agreement between the Torrance Police Officers Association\n(TPOA) and Management to include a recruitment and retention incentive pilot\nprogram; and\n2) Approve a Side Letter Agreement between the Torrance Police Commanders\nAssociation (TPCA) and Management to include a recruitment and retention incentive\npilot program and an administrative appeals procedure.
