Police - Appropriate 2022 Citizens Options for Public Safety Grant Funds.\nExpenditure: None.\nRecommendation of the Chief of Police that City Council appropriate $120,000 of 2022\nCitizens Options for Public Safety (COPS) grant funds, and any additional interest, to\nsupport Police Department programs.

Expenditure: None.\nRecommendation of the Public Works Director that City Council:\n1) Adopt a RESOLUTION authorizing the submittal of applications to the California\nDepartment of Resources, Recycling, and Recovery (CalRecycle) for all grants for\nwhich the City of Torrance is eligible for a five-year period beginning August 8, 2023\nand ending August 8, 2028; and\n2) Authorize the Public Works Director or designee to execute all grant-related\ndocuments.

9B. Public Works - Approve First Amendment to Contract Services Agreement for\nTransfer Station Disposal Services. Expenditure: Approximately $11,235,167\n(General Fund and Non-General Fund: Approximately $4,815,072 Annually).\nRecommendation of the Public Works Director that City Council:\n1) Approve a first amendment to the contract services agreement with Allied Waste\nServices of North America, LLC of Sun Valley, CA (C2020-063) in the amount of\n$11,235,167, for a new not-to-exceed total of $17,735,167, to provide transfer station\ndisposal services effective June 1, 2023; and\n2) Appropriate $1,365,000 from the Sanitation Fund's fund balance to the fiscal year\n2023-24 operating budget.

9C. City Manager - Adopt RESOLUTIONS Setting Forth Changes Regarding Hours,\nWages, and Working Conditions for Executive and Management Employees and\nFire Safety Management. Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Adopt a RESOLUTION amending Resolution No. 2023-12 setting forth changes\nregarding the hours, wages, and working conditions for Executive and Management\nEmployees relating to the Fire Prevention Manager/Fire Marshal job classification; and\n2) Adopt a RESOLUTION amending Resolution No 2019-84 setting forth changes\nregarding the hours, wages, and working conditions for Fire Safety Management\nrelating to the Hazardous Material - First Responder Premium.

9D. City Manager - Approve Side Letter Agreements Between Torrance Fire\nFighters Association (TFFA) and Management and Torrance Professional and\nSupervisory Association (TPSA) and Management. Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Approve a Side Letter Agreement between the Torrance Fire Fighters Association (TFFA)\nand Management which updates the Hazardous Premium - First Responder; and\n2) Approve a Side Letter Agreement between the Torrance Professional and Supervisory\nAssociation (TPSA) and Management which adds the position of Budget Supervisor.
