Police and City Manager – Approve the Memorandum of Agreement Between the Pasadena Police\nDepartment and the City of Torrance (Torrance Police Department) Pertaining to Assistance under\nthe Law Enforcement Mutual Aid Plan (LEMA) and Authorize the City Manager to Execute and\nAdminister Agreement and Related Documents. Expenditure: None.\nRecommendation of the Chief of Police and the City Manager that City Council:\n1. Approve the Memorandum of Agreement (MOA) between the Pasadena Police Department and the\nCity of Torrance (Torrance Police Department) pertaining to assistance under LEMA, related to the\nEaton Fire disaster response; and\n2. Authorize the City Manager to execute and administer the agreement and all related documents.\n*The following item was added on Thursday, May 29, 2025.\n*10C. Fire – Discuss and Consider Amending the Torrance Municipal Code, Determine California\nEnvironmental Quality Act (CEQA) Exemption, and Adopt ORDINANCE Adding Article 4, “Fire Hazard\nSeverity Zones” to Chapter 5 of Division 8 of the Torrance Municipal Code Designating Moderate, High\nand Very High Fire Hazard Severity Zones Consistent with State Law. Expenditure: None.\nRecommendation of the Fire Chief that City Council:\n1. Discuss and consider amending the Torrance Municipal Code to designate Fire Hazard Severity\nZones (FHSZ) within Local Responsibility Areas (LRA), classifying areas as Moderate, High, or\nVery High fire hazard zones; and\n2. Determine the project is exempt from the California Environmental Quality Act (CEQA) pursuant to\nCEQA Guidelines Sections 15378 and 15061(b)(3); and\n3. Adopt an ORDINANCE amending the Torrance Municipal Code to add Article 4, “Fire Hazard\nSeverity Zones,” to Chapter 5 of Division 8; and\n4. Approve an Ordinance Summary for publication.
