Expenditure: None. Recommendation of the Planning Commission and Community Development Director that City Council: 1. Conduct a public hearing; and 2. Determine a Categorical Exemption for the project in accordance with Guidelines for Implementation of the California Environmental Quality Act (CEQA); Article 19, Section 15301 – Existing Facilities; and 3.
