8D. Transit – Approve the Transit Departments Submittal of Annual Claim for Transportation Development Act and State Transit Assistance Funds for Fiscal Year 2026-27. Expenditure: None. Recommendation of the Transit Director that City Council approve the Transit Department's submittal of the annual claim to the Los Angeles County Metropolitan Transportation Authority (Metro) for $7,779,832 in Transportation Development Act funds and $1,089,017 in State Transit Assistance funds for Fiscal Year (FY) 2026-27.

8E. Transit – Award Contract Service Agreement to Operate the Torrance Community Transit Program (TCTP) For a Three-Year (3) Period Beginning August 1, 2026 and ending July 31, 2029. Expenditure: Not-to-Exceed $2,260,280.25 (Non-General Fund: Approximately $753,426.75 Annually). Recommendation of the Transit Director that City Council award a contract services agreement to Administrative Services Cooperative, Inc. of Torrance, CA (RFP B2026-10), in the amount of $753,426.75 annually, for a total not-to-exceed amount of $2,260,280.85, to operate the Torrance Community Transit Program (TCTP) for a three-year (3) period beginning August 1, 2026 and ending July 31, 2029.

8F. General Services and Community Services – Authorize Purchase Order of Two (2) Toro Groundsmaster 5910 Mowers as a Cooperative Purchase with Sourcewell. Expenditure: Not-to-Exceed $391,090.41 (Non-General Fund). Recommendation of the General Services Director and Community Services Director that City Council authorize a purchase order with Turf Star Western of Brea, CA, in the amount of $372,467.06, plus a 5% contingency in the amount of $18,623.35, for a total not-to-exceed amount of $391,090.41, for two (2) Toro Groundsmaster 5910 Mowers as a Cooperative Purchase with Sourcewell.

8G. General Services and Transit – Authorize Purchase Order for One (1) 2026 Ford F350 Service Truck from Ken Grody Ford. Expenditure Not-to-Exceed $85,767.89 (Non-General Fund). Recommendation of the General Services Director and Transit Director that City Council authorize a purchase order with Ken Grody Ford of Buena Park, CA, in the amount of $81,683.70, plus a 5% contingency in the amount of $4,084.19, for a total not-to-exceed amount of $85,767.89, for one (1) 2026 Ford F350 Service Truck.

Recommendation of the Public Works Director that City Council: 1. Approve Amendment No. 4 to Measure R Funding Agreement #MOU.MR312.26 with the Los Angeles County Metropolitan Transportation Authority (LACMTA) (C2014-072) for the I-405 at 182nd Street/Crenshaw Boulevard Operational Improvements, T-155 to extend the lapse date of all Funds programmed for FY 2017-18 to June 30, 2027; and 2. Approve Amendment No. 6 to Measure R Funding Agreement #MOU.MR312.40 with LACMTA (C2014-056) for the Pacific Coast Highway at Vista Montana/Anza Avenue Intersection Improvements, T-154 to extend the lapse date of all Funds programmed for FY 2013-14 to June 30, 2027; and 3. Approve Amendment No. 7 to Measure R Funding Agreement #MOU.MR312.10 with LACMTA (C2012-035) for the Pacific Coast Highway at Hawthorne Boulevard Intersection Improvements, T-131 to extend the lapse date of all Funds programmed for FY 2014-15 to June 30, 2027; and 4. Approve Amendment No. 6 to Measure R Funding Agreement #MOU.MR312.23 with LACMTA (C2011-192) for the Torrance Transit Park and Ride Regional Terminal Project P4, FEAP 764 to extend the lapse date of all Funds programmed for FY 2018-19 to June 30, 2027.

8J. City Manager and Police – Adopt Categorical Exemption and Approve Ten-Year Lease Agreement for Torrance Police Substation at Del Amo Fashion Center. Expenditure: $100 (General Fund: $10 Annually). Recommendation of the City Manager and Chief of Police that City Council: 1. Adopt a California Environmental Quality Act (CEQA) Categorical Exemption pursuant to Guideline Section 15301 (Existing Facilities); and Company, LLC, in the amount of $100 ($10 annually), to continue operation of the Torrance Police Substation at Del Amo Fashion Center, for a ten-year (10) term beginning September 1, 2026 and ending August 31, 2036.

8K. City Manager and Community Services – Adopt Categorical Exemption Under California Environmental Quality Act (CEQA), Approve License Agreement for Use of Dee Hardison Sport Center at Charles H. Wilson Park and Authorize City Manager to Execute Agreement. Expenditure: None. Recommendation of the City Manager and Community Services Director that City Council: 1. Adopt a California Environmental Quality Act (CEQA) Categorical Exemption pursuant to Guidelines Section 15301 (Existing Facilities); and 2. Approve a License Agreement with Ambassador High School for use of the Dee Hardison Sports Center at Charles H. Wilson Park, for a five-year (5) term, beginning August 11, 2026 and ending August 10, 2031; and 3. Authorize the City Manager to execute the agreement.

8L. City Manager and City Attorney – Approve Second Amendment to Tolling Agreement for City-owned Property Located at 24777 Crenshaw Boulevard and Authorize City Manager to Execute Agreement. Expenditure: None. Recommendation of the City Manager and City Attorney that City Council: 1. Approve a Second Amendment to Tolling Agreement between the City and SBL Auto, Inc, SBL Properties, LLC and The Adkins Family Trust for City-owned property located at 24777 Crenshaw Boulevard; and 2. Authorize the City Manager to execute the agreement.

Expenditure: None. Recommendation of the Planning Commission and Community Development Director that City Council: 1. Conduct a public hearing; and 2.
