4. SECOND READING AND ADOPTION OF ORDINANCE\nNOS. 1547, 1549, 1550, AND 1551 – HOUSING\nELEMENT REZONE IMPLEMENTING PROGRAMS\n1.1A, 1.1B, 1.1F, AND 1.1G OF THE 6TH CYCLE 2021-\n2029 HOUSING ELEMENT OF THE GENERAL PLAN\nAdoption of Ordinance No. 1547 (Specific Plan\nAmendment 2024-0002) allows for additional high\ndensity residential development on three sites in the\nTustin Legacy Specific Plan, Housing Element Sites 1a,\n1b, and 2, with a minimum density of 20 units per acre\n(du/acre) on the selected sites. Adoption of Ordinance\nNo. 1549 (Code Amendment 2024-0003) establishes a\nHousing Overlay district (overlay zone) in conjunction\nwith the planned community commercial district (base\nzone) to implement the housing implementation program\nof the 6th Cycle 2021-2029 housing element of the\ngeneral plan. Adoption of Ordinance No. 1550 (Zoning\nCode 2024-0001) amends the City’s zoning map to\napply the Housing Overlay district to the Enderle Center\nRezone Project area. The City Council has\nappropriated funds to carry out the Housing Element\nRezone Project.

5. REJECTION OF ALL BIDS FOR THE OLD TOWN\nIMPROVEMENTS PROJECT Staff is recommending\nthat the City Council reject both bids received on\nNovember 5, 2024, for the Old Town Improvements\nProject. The City received only two bids for this project,\nboth higher than the engineer’s estimate, with the lowest\nbeing approximately 24% over the engineer’s estimate.\nRecommendation: It is recommended that the City\nCouncil reject the two bids received for the Old Town\nImprovements Project, Capital Improvement Program\nNumber 70254 and direct the City Clerk to return all bid\nbonds. Fiscal Impact: The City’s Capital Improvement\nProgram budget for construction of the Old Town\nImprovements project, Capital Improvement Program\nNumber 70254 is $4,200,000, of which approximately\n$3,780,000 is allocated for construction, with the\nremainder designated as project contingency. The\nproject is funded through a combination of Community\nDevelopment Block Grant Fund (Fund 120) and Land\nSale Proceeds funds (Fund 189).

6. REAFFIRM THE CITY MANAGER AND/OR HOUSING\nAUTHORITY EXECUTIVE DIRECTOR’S AUTHORITY\nTO EXECUTE AFFORDABLE HOUSING DOCUMENTS\nThe Tustin Housing Authority is seeking to reaffirm the\nauthority of the City Manager and/or Housing Authority\nExecutive Director to execute affordable housing\ndocuments required for the refinancing or the sale of\nnew or existing affordable housing units.\nRecommendation: It is recommended the Tustin Housing\nAuthority Commissioners take the following action: 1.\nAdopt Tustin Housing Authority Resolution No. 25-01\nauthorizing the Executive Director of the Tustin Housing\nAuthority and/or City Manager, or their designee, to\nexecute affordable housing documents required for the\nrefinancing or the sale of affordable housing units. It is\nrecommended the Tustin City Council take the following\naction: 1. Adopt City Council Resolution 25-01\nauthorizing the City Manager and/or the Executive\nDirector of the Tustin Housing Authority, or their\ndesignee, to execute affordable housing documents\nrequired for the refinancing or the sale of affordable\nhousing units.
