2. APPROVAL OF MINUTES - THE SPECIAL CLOSED SESSION

3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has\napproved the use of Government Code Section 37208 to expedite the\npayment of City of Tustin obligations that are in accordance with the\napproved budget or continued operations authorizations.\nRecommendation: It is recommended that the City Council approve\nPayroll in the amount of $1,194,283.98 and Demands in the amount of\n$4,048,112.03.

4. AUTHORIZE USE OF THE OMNIA PARTNERS PURCHASING\nPROGRAM FOR THE COLUMBUS TUSTIN GYM HEATING,\nVENTILATION, AND AIR CONDITIONING PROJECT Staff is requesting\nauthorization to utilize the OMNIA Partners Purchasing Program to\nacquire the components and services necessary to complete the\nColumbus Tustin Gym Heating, Ventilation, and Air Conditioning Project.\nRecommendation: Recommended that the City Council: 1. Adopt\nResolution No. 26-24 authorizing use of the OMNIA Partners Purchasing\nProgram, utilizing Trane U.S. Inc. Contract R3341 to purchase\ncomponents and services for the Columbus Tustin Gym Heating,\nVentilation, and Air Conditioning Project in an amount not-to-exceed of\n$1,825,357; and 2. Authorize the City Manager and the City Clerk to\nexecute the contract documents on behalf of the City. RESOLUTION NO.\n26-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nTUSTIN, CALIFORNIA, AUTHORIZING USE OF THE OMNIA\nPARTNERS PURCHASING PROGRAM TO PURCHASE THE\nNECESSARY EQUIPMENT AND INSTALLATION SERVICES FOR THE\nCOLUMBUS TUSTIN GYM HEATING, VENTILATION, AND AIR\nCONDITIONING PROJECT Fiscal Impact: A total of $2,103,860 has been\nappropriated in the Fiscal Year 2025-2026 Capital Improvement Program\nBudget for the Columbus Tustin Gym Heating, Ventilation, and Air\nConditioning Project. To date, $115,864 has been expended on pre-\nconstruction activities, with $1,987,996 available for the construction\nphase.

ADOPT RESOLUTION NO. 26-27 TO CALL AND CONSOLIDATE THE\nNOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION Adoption of the\nproposed resolution will call the election and consolidate election services\nwith the County of Orange.\nRecommendation: Recommend the City Council adopt Resolution No. 26-\n27, ordering, calling and giving notice of a General Municipal Election to\nbe held on Tuesday, November 3, 2026, and requesting the Board of\nSupervisors consolidate the election with the State's General Election.\nRESOLUTION NO. 26-27 A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF TUSTIN CALLING FOR AND GIVING NOTICE OF A\nGENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF\nTUSTIN ON NOVEMBER 3, 2026, FOR ELECTION OF CERTAIN\nOFFICERS AND REQUESTING THE BOARD OF SUPERVISORS OF\nORANGE COUNTY TO CONSOLIDATE THE GENERAL MUNICIPAL\nELECTION WITH THE STATE'S GENERAL ELECTION Fiscal Impact:\nThe estimated cost to consolidate the general municipal election with the\nState and County's general election ranges from $108,629 - $131,237.\nThe proposed budget for Fiscal Year 2026-27 has sufficient funds to cover\nthese costs.

RESOLUTION NO. 26-28 A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,\nCALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR\nCITY COUNCIL PERTAINING TO CANDIDATE STATEMENTS\nSUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON\nTUESDAY, NOVEMBER 3, 2026 Fiscal Impact: There is no fiscal impact\nassociated with this item.
