14. Amendment No. 1 to the Southeast Rio Vista Family YMCA Services Agreement\nRecommendation:\nA. Find that Amendment No. 1 to the Services Agreement with Southeast Rio Vista Family\nYMCA is exempt from the competitive bidding and selection process pursuant to Vernon\nMunicipal Code Section 3.32.110(B)(3) where the best interests of the City are served by a\ndirect award;\nB. Approve and authorize the City Administrator to execute Amendment No. 1 to the\nServices Agreement with Southeast Rio Vista Family YMCA for wellness programming\nmemberships and wear and tear of YMCA facilities, equipment, and supplies, in substantially\nthe same form as submitted, increasing the contract amount by $120,000 for a total not-to-\nexceed contract amount of $220,000 for the term of the Agreement; and\nC. Approve a contribution to the Southeast Rio Vista Family YMCA to sponsor uniforms for\nlocal non-Vernon resident youth for one full year of participation in the organization’s sports\nrecreation programs for an amount not-to-exceed $10,000 to be paid by the City on a\nreimbursement basis.

Find that the proposed action is categorically exempt from California Environmental\nQuality Act (CEQA) review, in accordance with CEQA Guidelines § 15301, because the\nproject consists of the repair and maintenance of the existing City Hall Roof and involves\nnegligible or no expansion of an existing use;\nB. Accept the bid proposal from Southland Roofing Inc. as the lowest responsive and\nresponsible bidder and reject all other bids;\nC. Approve and authorize the City Administrator to execute a contract with Southland\nRoofing Inc, in substantially the same form as submitted, for the City Hall Roof Replacement\nProject in an amount not-to-exceed $411,500; and\nD. Authorize a contingency amount of ten percent (10%) or $41,150 in the event of an\nunexpected changed condition in the project and grant authority to the City Administrator to\nissue change orders for an amount up to the contingency amount, if necessary.\nORAL REPORTS
