5.\nOperating Account Warrant Register\nRecommendation:\nApprove Operating Account Warrant Register No. 153, for the period of May 18, 2025, through\nMay 31, 2025, totaling $8,248,897.44 and consisting of ratification of electronic payments\ntotaling $8,013,749.09 and ratification of the issuance of early checks totaling $235,148.35.

6.\nEmployee Reclassification\nRecommendation:\nApprove the reclassification of one Account Clerk, Senior to the existing classification of\nAdministrative Secretary.

7.\nVernon Public Utilities 2025 Wildfire Mitigation Plan\nRecommendation:\nA. Find that the proposed action is exempt from the California Environmental Quality Act\n(CEQA), in accordance with CEQA Guidelines Section 15061(b)(3), the general rule that\nCEQA only applies to projects that may have a significant effect on the environment. This\naction receives and files an update to the city’s plan for the implementation of preventative\nstrategies and mitigation measures to minimize the risk of wildfires caused by electrical lines\nand equipment; this action does not authorize any construction activity or any disturbance of\nan environmental resource, and has no potential for causing a significant effect on the\nenvironment; and\nB. Approve the Vernon Public Utilities 2025 Wildfire Mitigation Plan.

8.\nServices Agreement with Nalco Company LLC\nRecommendation:\nA. Approve and authorize the City Administrator to execute a Service Agreement with Nalco\nCompany LLC, in substantially the same form as submitted, to provide chemical water\ntreatment services for a total amount not to exceed $913,408.80, for a three-year term; and\nB. Authorize a contingency amount of fifteen percent (15%) or $137,011.32 in the event of any\nprice adjustments or other market factors, and grant authority to the City Administrator to\napprove and execute amendments up to the contingency amount, if necessary.\nNEW BUSINESS

9.\nCommission and Committee Appointments\nRecommendation:\nA. Appoint two (2) Vernon Area Representatives and one (1) Council Member Representative\nto full four-year terms (July 1, 2025 to June 30, 2029) to the Vernon CommUNITY Fund Grant\nCommittee;\nB. Appoint one (1) Business Representative, one (1) Resident Representative (non-City\nCouncil Member), and one (1) Resident Representative (City Council Member) to full four-year\nterms (July 1, 2025 to June 30, 2029) to the Vernon Housing Commission;\nC. Appoint one (1) Vernon Business Representative to a partial term (July 1, 2025 to June 30,\n2026) to the Green Vernon Commission; and\nD. Direct the City Clerk to continue recruitment efforts until all Commission and Committee\nvacant seats are filled.
