12.\nLoan Repayment Agreement and Promissory Note between the City as Housing Assets\nSuccessor Agency (“CHAS”) and the City of Victorville General Fund\nRecommendation:\nThat the Honorable City Council and Board of Directors adopt Resolution Nos. 23-067\nand CHAS 23-004 approving an interfund Loan Repayment Agreement and Promissory\nNote by and between the CHAS (“Payor”) and the City of Victorville General Fund\n(“Payee”) in the amount of $268,742.83 plus accrued interest for Groundwater and Soil\nRemediation Expenses for Fiscal Years 2021, 2022 and 2023 related to the former\nNuWay Dry Cleaners.

13.\nDeclaration of Exempt Surplus Land – Portions of City-Owned Properties\nRecommendation:\nThat the City Council:\n(1) Adopt Resolution No. 23-078 Declaring Portions of City-Owned Properties (APN\nNos. 0478-161-06 & 0478-172-19) as “Exempt Surplus Land” pursuant to the Surplus\nLand Act (“SLA”) and transmitting a certified copy to the California Department of\nHousing and Community Development (“HCD”);\n(2) Adopt Resolution No. 23-079 Amending the Annual Budget for Fiscal Year 2023-\n2024 Relating to an Appropriation of Additional Revenue; and\n(3) Authorize the City Manager to execute all documents to solidify the transfer of\nportions of City-Owned Properties to the California Department of Transportation\n(“Caltrans”).

15.\nPurchase of Three Transport Capable Squads\nRecommendation:\nThat the Honorable City Council approve the purchase of three (3) transport capable\nsquads in the amount of $1,182,677.50 and authorize the City Manager, or designee, to\nexecute all purchasing documentation.

2.\nNotice of Completion for Exeloo Prefabricated Restroom Install Project, CC23-079, for\nBrentwood and Center St. Park\nRecommendation:\nThat the Honorable City Council accept as complete and approve the Notice of\nCompletion for the Exeloo Prefabricated Restroom Install Project, CC23-079 for both\nBrentwood and Center St. Park.

3.\nCommercial Demand Schedule No. 4\nRecommendation:\nThat the City Council and Board of Directors ratify Commercial Demand Schedule No. 4\nin the amount of $9,021,197.32, covering Electronic Fund Transfers No. 336159\nthrough 336384 and Warrant No. 791782 through 791975 for 08/17/2023 through\n08/30/2023 and Wire Transfers dated 08/23/2023 through 08/29/2023, per the adopted\nbudget for Fiscal Year 2023-2024 for the period covering July 1, 2023 through June 30,\n2024.

4.\nPayroll Warrant List\nRecommendation:\nThat the City Council and Board of Directors ratify Payroll Demand Schedule No. 2A for\nPayroll Period July 21, 2023, through August 4, 2023, in the amount of $2,049,873.90\ncovering Check Nos. 33613 through 33640, including Vendor checks. Please note\nemployee Check No. 33617 has a live Check and an EFT Advice. Also included are\nAdvice Nos. 303556 through 304079, per adopted budget for Fiscal Year 2023-2024\n(period covering July 1, 2023, through June 30, 2024).

5.\nNotice of Completion – Pipeline Replacement Project – Area 1 & 2\nRecommendation:\nThat the Honorable Board of Directors for the Victorville Water District accept as\ncomplete and approve the Notice of Completion for Pipeline Replacement Project –\nArea 1 & 2 and authorize the City Manager to execute the Notice of Completion.
