Annual Confirmation of Maintenance Assessment Districts for Fiscal Year\n2025/2026\nRecommendation:\nThat the Honorable City Council:\n(1) Open and conduct a Public Hearing to receive testimony for the final approval of\nthe Engineer’s Reports for Maintenance Assessment Districts 1 through 3, Drainage\nFacility Assessment Districts 1 through 3, Landscape Maintenance Assessment\nDistricts 1 through 8, and the City-Wide Street Lighting Assessment District and\nproposed Resolution Nos. 25-043 through 25-046, confirming and ordering the levy\nand collection of the annual assessments for the respective assessment districts;\n(2) Close the Public Hearing;\n(3) Give final approval of the Engineer’s Reports for each assessment district;\n(4) Adopt Resolution Nos. 25-043 through 25-046; and\n(5) Authorize the City Manager or his designee to execute all documents related to\nimplementation of the special assessment district fees.

2. Consideration of Resolution Nos. VWD 25-006 and VWD 25-007 - Resolutions of\nthe Board of Directors of the Victorville Water District making its determination to\nFix, Levy, and Collect Standby Charges for Fiscal Year 2025-2026\nRecommendation:\nThat the Honorable Victorville Water District Board of Directors:\n(1) Open and Conduct a Public Hearing, receive testimony for the adoption of\nproposed Resolution Nos. VWD 25-006 and VWD 25-007;\n(2) Close the Public Hearing;\n(3) Adopt Resolution No. VWD 25-006 entitled, “A Resolution of the Board of\nDirectors of the Victorville Water District making its determination to Fix, Levy, and\nCollect Standby Charges for Water Improvement District One for Fiscal Year 20252026”;\n(4) Adopt Resolution No. VWD 25-007 entitled, “A Resolution of the Board of\nDirectors of the Victorville Water District making its determination to Fix, Levy, and\nCollect Standby Charges for Water Improvement District Two for Fiscal Year 20252026”; and\n(5) Authorize the City Manager or his designee to execute any documents related to\nthe levying of Standby Charges for Water Improvement District One and Two.

An Amendment to the Civic Center Community Sustainability Specific Plan to\nredesignate approximately 20-acres of the Specific Plan from Office Campus to\nCivic Commercial on property generally located south of Lorene Drive, east of\nValley Center Drive and west of Atstar Drive; an Amendment to the land use table of\nthe Civic Center Specific Plan to conditionally permit new vehicle sales within the\nCivic Commercial zone district; and a Conditional Use Permit with an Environmental\nExemption to allow for new vehicle sales on property located at 14444 Atstar Drive\nRecommendation:\nThat the Honorable City Council:\n(1) Open and conduct a Public Hearing to receive public testimony;\n(2) Close the Public Hearing;\n(3) Find the Specific Plan Amendment portion of the project previously assessed in\naccordance with California Environmental Quality Act (CEQA) Section 15070; and\nfind the Conditional Use Permit portion of the project Categorically exempt pursuant\nto CEQA Section 15301 – Existing Facilities;\n(4) Introduce Ordinance No. 2456 for adoption and first reading by title only to\namend the Specific Plan and redesignate approximately 20-acres from Office\nCampus to Civic Commercial as well as conditionally allow new vehicle sales within\nthe Civic Commercial land use district;\n(5) Waive a further reading in full of proposed Ordinance No. 2456; and\n(6) Adopt Resolution No. 25-047 approving the Conditional Use Permit portion of\nCase No. PLAN25-00006, subject to the attached conditions of approval.

Annual Budget for Fiscal Year 2025-2026\nRecommendation:\nThat the Honorable City Council, also sitting as the Victorville Library Board of\nTrustees, Southern California Logistics Airport Authority, Successor Agency to the\nVictorville Redevelopment Agency, Victorville Water District, and City of Victorville\nas Housing Asset Successor:\n(1) Open and conduct a Public Hearing;\n(2) Close the Public Hearing;\n(3) Accept the transmittal letter from the Measure P Oversight Committee (MPOC);\n(4) Adopt the attached Resolutions: No. 25-040, LBT-25-002, SCLAA 25-010, R-SA25-002, VWD 25-008, and CHAS 25-002, respectively, for the establishment and\nadoption of the FY 2025-2026 Annual Budget;\n(5) Adopt Resolution No. 25-042, affirming the General Fund Reserve Policy (City\nCouncil Policy No. CP-23-01); and\n(6) Adopt Resolution No. 25-041, establishing and adopting the Fiscal Year 20252026 Annual Appropriations Limit in the amount of $1,560,752,656, pursuant to\nCalifornia State Constitution Article XIIIB Government Spending Limitation.​\nCONSENT CALENDAR

Second Reading of Ordinance No. 2455\nRecommendation:\nThat the City Council adopt, by second reading, Ordinance No. 2455, adopting by\nreference the Local Fire Hazard Severity Zone Map recommended by the California\nDepartment of Forestry and Fire Protection pursuant to Government Code Section\n51178 to designate Local Fire Hazard Severity Zones within the City of Victorville.
