Award of a Consultant/Professional Services Agreement to Wallace Group for\nConceptual Design Services of the Doris Davies Park, Project CC25-133\nRecommendation:\nThat the Honorable City Council award a Consultant/Professional Services\nAgreement to Wallace Group in the amount of $148,500.00 for Conceptual Design\nServices of the Doris Davies Park, Project CC25-133.

11. 2026 Section 125 Cafeteria Plan and Retiree Health Premium Reimbursement\nPlan\nRecommendation:\nStaff recommends that the Honorable City Council:\n(1) Adopt Resolution No. 25-001, approving the establishment of a Retiree Health\nPremium Reimbursement Plan;\n(2) Adopt Resolution No. 25-002, approving the Amendment and Restatement of\nthe City of Victorville Section 125 Cafeteria Plan; and\n(3) Authorize the City Manager, or designee, to execute the plans and related\ndocuments, and to make any designations, minor modifications or non-substantive\nchanges deemed necessary for plan administration.

12. Fiscal Year 2025-2026 Training – Travel Schedule for Council Member Mora\nRecommendation:\nThat Your Honorable City Council authorize Council Member Mora to attend the\nevents listed in the staff report that were previously approved for all other Council\nMembers.

13. Appointments to City's Committees (Local Appointments List)\nRecommendation:\nThat the City Council:\n(1) Open nominations to fill one vacancy on the Community Revitalization\nInvestment Authority (CRIA); and\n(2) Open nominations for two members for the Audit Committee; and\n(3) Open nominations for two members for the Community Planning and\nDevelopment (CPD) Grants Subcommittee as outlined below.

Development Impact Fees (“DIF”) and Capacity Charges Annual Review – Master\nFee Schedule and Capital Improvement Plan\nRecommendation:\nThat the Honorable City Council and Victorville Water District Board of Directors\n(District Board):\n(1) Open and conduct the Public Hearing;\n(2) Close the Public Hearing; and\n(3) Adopt Resolution Nos. 25-086 and VWD-25-002, adopting an updated Master\nFee Schedule for DIF and Capacity Charges, the associated updated Capital\nImprovement Plan, and City Council Policy No. CP-25-01 establishing updated\nguidelines for implementation of said DIF and Capacity Charges, and superseding\nCity Council Policy No. CP-24-05.\nCONSENT CALENDAR

Notice of Completion - Citywide Pavement Preservation and Maintenance Project\nPhase II\nRecommendation:\nThat the Honorable City Council accept as complete and approve the Notice of\nCompletion for the Citywide Pavement Preservation and Maintenance Project\nPhase II and authorize the City Manager to execute the Notice of Completion.

4. Payroll Demand Schedule No. 3B\nRecommendation:\nThat the City Council and Board of Directors ratify Payroll Demand Schedule No.\n3B for the payroll period of September 12, 2025, through September 26, 2025, in\ntotal amount of $2,393,774.55. This total includes:\n•\nEmployee Check Nos. 34694 and 34696 through 34698 in the amount of\n$7,228.54.\n•\nVendor Check Nos. 34699 through 34706 in the amount of $4,744.75.\n•\nAdvice Nos. 334042 through 334625 in the amount of $1,530,619.14; and\n•\nVendor Electronic Payments totaling $851,182.12.\nAll expenditures are consistent with the adopted Fiscal Year 2025–2026 Budget\n(covering July 1, 2025, through June 30, 2026).

Commercial Demand Schedule No. 11\nRecommendation:\nThat the City Council and Board of Directors ratify Commercial Demand Schedule\nNo. 11 for the period of November 13, 2025, through November 25, 2025, in total\namount of $21,243,303.38. This total includes:\n•\nElectronic Fund Transfers No. 346874 through 347109 and Warrant No.\n801925 through 802080 in the amount of $10,964,851.45.\n•\nWire Transfers in the amount of $10,278,451.93.\nAll are consistent with the adopted Fiscal Year 2025-2026 Budget (covering July 1,\n2025, through June 30, 2026).
