11. Consideration of Investment Advisory Committee Appointment.\nRECOMMENDATION: That the City Council appoint Mr. Thomas Malloy to the\nInvestment Advisory Committee for a term expiring in January 2025.

12. Measure M2 Annual Funding Eligibility Fiscal Year 23/24.\nRECOMMENDATION: That the City Council:\n1. Approve and adopt the Seven-Year Capital Improvement Program,\n2. Adopt Resolution No.2023-3576- Local Signal Synchronization Plan (LSSP)\n3. Adopt Resolution No. 2023-3577 a Resolution of the City Council of the City of\nVilla Park concerning the status and update of the Circulation Element and\nMitigation Fee Program for the Measure M (M2) Program, and\n4. Authorize Staff to submit Measure M2 funding eligibility requirements on behalf\nof the City of Villa Park in order to continue to receive Measure M2 funds.\n5. 3. Accessory Dwelling Unit (ADU) Ordinance.\nRECOMMENDATION: That the City Council:\n1. Find that the ordinance is exempt from CEQA pursuant to Public\nResources Code § 21080.17.\n2. Conduct public hearing.\n3. Adopt Ordinance No. 2023-629.

4. Conditional Use Permit (CUP) 2023-01 – 10161 Lemon Street.\nRECOMMENDATION: That the City Council:\n1. Find that the project is categorically exempt from the provisions of the\nCalifornia Environmental Quality Control Act (CEQA), per Section 15303, New\nConstruction or Conversion of Small Structures, Class 3; and\n2. Approve Conditional Use Permit (CUP) No. 2023-01, subject to the\nConditions of Approval provided in Exhibit “A” of Resolution No. 2023-3579.

5. Variance No. 2023-05 – 19171 Mesa Drive.\nRECOMMENDATION: That the City Council grant the additional time\nextension for Variance No. 2023-05 to the regularly scheduled August 22, 2023\nCity Council meeting.
