Approve Conditional Use Permit (CUP) No. 2023-03, subject to the Conditions of\nApproval provided in Exhibit “A” of Resolution No. 2023-3583.

5. Approval of Consultant Contract for Completion of General Plan/Housing\nElement Update.\nRECOMMENDATION: That the City Council approve and authorize the Mayor\nto sign the proposed three-year contract with Kimley-Horn for Planning Consultant\nServices related to the City of Villa Park General Plan Update and 6th Cycle\nHousing Element Implementation Actions for the amounts and timeframes as\nfollows:\n1. Completion of First Priority Tasks as outlined in the attached Proposal to\nAssist City of Villa Park Housing Element Implementation Actions with a total\nmaximum obligation of $98,420 for November 1, 2023, through June 30, 2024.\n2. Completion of Second Priority Actions and related Supplemental Actions as\noutlined in the attached Proposal to Assist City of Villa Park Housing Element\nImplementation Actions with a total two-year maximum obligation of $119,340\nfor July 1, 2024, through June 30, 2026. Actual amounts for the two fiscal\nyears will be split based upon satisfactory work progress as mutually agreed\nupon by the City and contractor.
