5. Donation of $500 from Cool Pai Inc. and Appropriation towards the City of\nWalnut’s 2023 Lunar New Year Event\nRecommendation: It is recommended that the City Council:\n1. Accept the donation from Cool Pai Inc. of $500; and\n2. Appropriate the funds towards supplies purchased for the City of Walnut’s\n2023 Lunar New Year Event

7. Re-Appropriation of Unspent Funds for Capital Improvement Plan Projects\nfrom Fiscal Year 2021-22 to Fiscal Year 2022-23\nRecommendation: It is recommended that the City Council:\n1. Re-Appropriate $27,610 from Capital Equipment Replacement Fund Reserves\n(25) to the City-wide Sidewalk Project (25-6127-6227);\n2. Re-Appropriate $169,020 from Proposition C Fund Reserves (13) to the City-\nwide Sidewalk Project ($158,350 to 13-6127-6227 and $10,670 to 13-6217-\n6216;\n3. Re-Appropriate $184,050 from Measure W Fund Reserves (29) to the NPDES\nStorm Water Project (29-6137-6227);\n4. Re-Appropriate $196,630 from General Fund Reserves (01) to the Ashley\nPark Renovation Project (01-9325-6227) to be reimbursed by Proposition 68\nGrant Funds;\n5. Re-Appropriate 138,790 from Park In-Lieu Reserves (06) to the Ashley Park\nRenovation Project (06-9325-6227); and\n6. Re-Appropriate $251,080 from Capital Equipment Replacement Fund\nReserves (25) to the purchase of the replacement Showmobile (25-9100-\n8402).

8. Finding Continued Existence of Local Emergency (COVID-19)\nRecommendation: That the City Council make the following findings:\n1. The City Council has reconsidered the circumstances of the state of\nemergency related to COVID-19; and\n2. The state of emergency continues to directly impact the ability of members of\nthe City Council, City Staff and the public to meet safely in person, and\n3. Los Angeles County Department of Public Health officials continue to\nimpose or recommend measures to promote social distancing; and\n4. Existing circumstances support the need to continue the local emergency\n(COVID-19) consistent with Resolution No. 20-25 Proclaiming Existence of\na Local Emergency (COVID-19) adopted March 23, 2020 as amended by\nResolution No. 20-32 adopted May 13, 2020.
