4. Resolution No. 23-11 - Approving the Fund Exchange Agreement of METRO\nProposition A Local Return Funds between the City of Walnut and the City\nof West Hollywood\nRecommendation: That the City Council:\n1. Adopt Resolution No. 23-11, approve a Fund Exchange Agreement between\nthe City of Walnut and the City of West Hollywood for Proposition A Local\nReturn Fund Exchange; and\n2. Authorize the City Manager to sign the Agreement on behalf of the City in\nsubstantially the form attached and in such final form as approved by the City\nAttorney; and\n3. Authorize the exchange of $300,000 of restricted Proposition A Local Return\nFunds for $210,000 in unrestricted funds from the City of West Hollywood;\nand\n4. Appropriate funds in the amount of $210,000 to Account 01-0000-3558 to\naccount for revenue received from Proposition A Local Return Fund\nExchange between the City of Walnut and the City of West Hollywood

Resolution No. 23-12 – Restricting Parking on Marcon Drive and Tri Net\nCourt to “Resident – Permit Parking Only”\nRecommendation: That the City Council adopt Resolution 23-12, restricting\nparking to “resident – permit parking only” for a temporary ninety (90) day period\non Marcon Drive and Tri Net Court”.

7. Agreement for Professional Services – Award a Contract to Placeworks in\nOrder to Prepare a Supplemental Environmental Impact Report (EIR) and\nTechnical Studies for a Proposed Future Warehousing Project off of Valley\nBoulevard, East of Lemon Avenue\nRecommendation: That the City Council:\n1. Award a contract to Placeworks in order to provide environmental services in\nthe amount of $260,295; and\n2. Authorize the City Manager to execute and administer a Professional Services\nAgreement in substantially the form attached (Attachment 1) and in such final\nform as approved by the City Attorney; and\n3. Authorize Staff to issue a Purchase Order to Placeworks in the amount not to\nexceed $260,295.
