3. Animal Care & Control Services Agreement: Renewal of the Five (5) Year\nCity-County Agreement with the County of Los Angeles\nRecommendation: That the City Council:\n1. Approve a five (5) year City-Council Municipal Services Agreement for\nAnimal Care & Control Services with the County of Los Angeles for the\nperiod beginning on July 1, 2024, expiring June 30, 2029; and\n2. Authorize the City Manager to execute said Agreement.

4. Award of Bid - Snow Creek Bridge Reconstruction Project\nRecommendation: That the City Council:\n1. Award a Construction Contract for the Snow Creek Bridge Reconstruction\nProject to ACE Capital Engineering in the amount of $115,888.18;\n2. Appropriate $181,280.00 from METRO Measure R Fund Reserves (Fund 16)\nto the project;\n3. Authorize staff to issue a Purchase Order to ACE Capital Engineering in the\namount of $115,888.18;\n4. Authorize staff to issue change orders not to exceed 15% of the contract\naward amount ($17,383.23) to ACE Capital Engineering; and

5. Approve a Purchase Order to RKA Consulting Group in the amount of\n$48,000.\n5. Request for Appropriation: Housing Rehabilitation Program\nRecommendation: That the City Council:\n1. Appropriate $52,000 of unallocated funds from the Community Development\nBlock Grant (CDBG) reserves, into the expenditure budget 12-5216 (CDBG\n– Housing Rehab.), to allow for more project grants and the facilitation of\nthose projects under the Housing Rehabilitation program.

Appropriate $2,000 from Beverage Container Recycling Grant Reserves for\nthe Installation of a Water Refill Station at City Hall\nRecommendation: That the City Council appropriate $2,000 from Beverage\nContainer Recycling Grant Fund Reserves (Fund 33) for the installation of a water\nrefill station at City Hall.

7. Approval of Vehicle Purchase – 2024 Honda Accord Hybrid\nRecommendation: That the City Council:\n1. Award a Purchase Contract to Diamond Honda Puente Hills for (1) 2024\nHonda Accord Hybrid in the amount of $41,142.58;\n2. Appropriate $20,000 from Capital Improvement Fund Reserves (Fund 25) to\n25-9100-8402;\n3. Appropriate $20,000 from AQMD Subvention Fund Reserves (09 Funds) to\n09-9100-8402;\n4. Authorize the City Manager to sign a Purchase Contract on behalf of the City\nin such final form as approved by the City Attorney; and\n5. Authorize staff to issue a Purchase Order and payment to Diamond Honda\nPuente Hills in the amount of $41,142.58.
