Thomas Construction, Inc. for the\nWalnut Ranch Park Storm Drain Improvement Project; and\n2. Authorize the City Clerk to file the proper “Notice of Completion”.

16. Resolution No. 24-09 WHA - A Resolution of the Walnut Housing Authority\nAllowing Certain Claims and Demands in the Amount of $111,235.09\nDemand No. 100449 through No. 100449, Both Inclusive Fiscal Year 2024-25\nRecommendation: That the Authority adopt Resolution No.14-08 WHA.

2. Alamo Villages Project Located at 750 Nogales Street\n1. CEQA Exemption: The seventy (70) residential units and related site\nimprovements proposed for development at 750 Nogales Street qualify for a\nCEQA exemption pursuant to Public Resources Code Section 21083.3 and\nCEQA Guidelines Section 15183.\n2. Alamo Villages Specific Plan (AVSP) and Zone Change 2024 – 02: A\nspecific plan to implement the General Plan designation and facilitate the\ndevelopment of the subject property and zone change to implement the AVSP\nfor the site.

3. Development Agreement (DA): A request for approval of a DA pursuant to\nWalnut Municipal Code (WMC) Chapter 6.112 (Development Agreement)\nand California Government Code Sections 65864 et seq. in connection with\nthe development of seventy (70) residential units and related site\nimprovements (APN: 8735 – 026 – 052).

4. Tentative Tract Map (TTM) 83913: A subdivision of 3.87-acres into\nseventy (70) townhomes and related site improvements such as site access and\nutility infrastructure.

5. Site Plan Case/Architectural Review (SPC/AR) 2024-063: Design review\nof the Alamo Villages Project for the proposed seventy (70) residential units\nand related site improvements.\nRecommendation:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3. Solicit public input on this item; and\n4. City Council Discussion; and\n5. Close the Public Hearing; and

6. Take the following actions:\na) Approve CC Resolution 24-47, 1) finding the project to be exempt\nfrom CEQA and 2) approving the project consisting of the AVSP,\nZC 2024-02, TTM 83913 and SPC/AR 2024 – 063, subject to the\nCondition(s) of Approval (COA).\nb) Introduce by title only and waive further reading of Ordinance No.\n24-04, approving Alamo Villages Specific Plan (AVSP) and Zone\nChange to implement the AVSP for the residential project\nconsisting of seventy (70) townhomes and related site\nimprovements for property located at 750 Nogales Street (APN:\n8735-026-052).\nc) Introduce by title only and waive further reading of Ordinance 24-\n05, approving (in substantial form) the Development Agreement\n(DA) for the Alamo Villages Project, and agendize for adoption at\nthe regularly scheduled City Council meeting of September 11,\n2024.\n3. 8. Approve Agreement with Tyler Technologies, Inc. for an Enterprise\nResource Planning (ERP) System\nRecommendation: That the City Council:\n1. Approve the Agreement with Tyler Technologies, Inc. to acquire and\nimplement a new Enterprise Resource Planning (ERP) System;\n2. Authorize the City Manager to sign the Agreement on behalf of the City in\nsubstantially the form attached and in such final form as approved by the City\nAttorney; and\n3. Authorize Staff to issue a Purchase Order to Tyler Technologies, Inc. in the\namount of $135,424.

9. 2023-24 Year-End Request for Additional Appropriations\nRecommendation: That the City Council:\n1. Appropriate from General Fund (Fund 01) Reserves $416,000 to Building\nand Safety Services (01-5100-6233) and $245,010 to Transfers Out (01-\n0000-6002); and\n2. Appropriate $3,500 from Traffic Safety (Fund 05) Reserves to Contractual\nServices (05-8200-6227; and\n3. Appropriate $18,640 from CDBG (Fund 12) Reserves to Contractual\nServices (12-5218-6227); and\n4. Appropriate $50 from OPEB (Fund 51) Reserves to Health and Life\nInsurance (51-4200-5105).
