3)\n2025 CHILDREN'S CHRISTMAS PARADE AND SANTA'S VILLAGE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF WEST COVINA\nAND KIWANIS CLUB OF WEST COVINA\nIt is recommended that the City Council:\n1. Approve the Memorandum of Understanding (MOU) between the City of West Covina\nand the Kiwanis Club of West Covina for the 2025 Children's Christmas Parade and\nSanta's Village scheduled for December 13, 2025.\n2. Authorize expenditures related to the support of Children's Christmas Parade and\nSanta's Village in an amount not to exceed $15,000 in non-personnel-related\nexpenditures.\n3. Authorize the Acting City Manger to execute the MOU between the City of West Covina\nand the Kiwanis Club of West Covina, in such final form as approved by the City Attorney.\nPOLICE DEPARTMENT

4)\nCONSIDERATION OF 2024 STATE HOMELAND SECURITY PROGRAM GRANT\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-83 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR\nAND ACCEPTANCE OF THE 2024 STATE HOMELAND SECURITY PROGRAM\nGRANT, AUTHORIZING THE ACTING CITY MANAGER TO EXECUTE ALL\nGRANT AGREEMENTS AND RELATED CERTIFICATIONS AND ASSURANCES,\nAND ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR\nCOMMENCING JULY 1, 2025 AND ENDING JUNE 30, 2026 (2024 STATE\nHOMELAND SECURITY PROGRAM GRANT)

6)\nCONSIDERATION OF AWARD OF CONTRACT FOR REQUEST FOR PROPOSALS\n(RFP NO. 2026-01) FOR TREE TRIMMING AND TREE MAINTENANCE SERVICES\nTO WEST COAST ARBORISTS, INC.\nIt is recommended that the City Council:\n1. Award the contract for Request for Proposals (RFP) No. 2026-01 for tree trimming\nand tree maintenance services to West Coast Arborists, Inc.\n2. Authorize the Acting City Manager to negotiate and execute a Maintenance Services\nAgreement, in such final form as approved by the City Attorney, with West Coast\nArborists, Inc. for tree trimming and tree maintenance services, for a term of 5.5\nyears, beginning January 1, 2026 and ending June 30, 2031, in an amount not to\nexceed $3,623,146 (which includes 25% for additional work as approved by the City\nManager).\n3. Authorize the City Manager to approve change orders and amendments to the\nagreement, provided that West Coast Arborists, Inc.'s total compensation does not\nexceed $3,623,146.\nEND OF CONSENT CALENDAR
