2)\nCONSIDERATION OF ADOPTION OF ORDINANCE NO. 2537 - AN ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING\nCHAPTER 2 OF THE WEST COVINA MUNICIPAL CODE TO ADD ARTICLE XII,\nENTITLED "CODE OF CONDUCT"\nIt is recommended that the City Council adopt the following ordinance:\nORDINANCE NO. 2537 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, AMENDING CHAPTER 2 OF THE WEST\nCOVINA MUNICIPAL CODE TO ADD ARTICLE XII, ENTITLED "CODE OF\nCONDUCT"\nFIRE DEPARTMENT

3)\nCONSIDERATION OF PURCHASE OF A FIRE UTILITY TERRAIN VEHICLE (UTV)\nAND ASSOCIATED BUDGET AMENDMENT\nIt is recommended that the City Council take the following actions:\n1. Find that compliance with the City's bidding requirements and procedures is not in\nthe best interest of the City for the procurement of a Utility Terrain Vehicle (UTV)\nconfigured for emergency response, patient transport and mutual aid deployment\nrequirements in accordance with Section 2-335(10) of the West Covina Munincipal\nCode.\n2. Authorize the purchase of one (1) 2026 Prowler Crew Cab 4x4 Utility Terrain Vehicle\n(UTV) configured for emergency response, patient transport, and mutual aid\ndeployment requirements with emergency lights and siren upfitting from Ultimate\nPerformance Corporation dba ATV Corp. in the amount of $60,894.71 (including\nsales tax, delivery, and options) and authorize the Acting City Manager to execute the\npurchase order for such purchase.\n3. Authorize the purchase and installation of Fire Department logo and numbering\ndecals from Graphix Systems in the amount of $587.52 and authorize the Acting City\nManager to execute the purchase order for such purchase.\n4. Approve a 5% contingency, totaling $3,074.11, for miscellaneous equipment\nassociated with the UTV purchase.\n5. Adopt the following resolution:\nRESOLUTION NO. 2026-18 - A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET\nAMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2025 AND\nENDING JUNE 30, 2026 (FIRE UTILITY TERRAIN VEHICLE)\nPUBLIC WORKS

4)\nREVIEW OF THE REQUEST FOR PROPOSALS (RFP) FOR JANITORIAL SERVICES\nFOR CITY FACILITIES\nPublic Works staff recommends that the City Council authorize the Public Works\nDepartment to issue a formal Request for Proposals (RFP) to obtain competitive\nproposals for janitorial services for City facilities.\nEND OF CONSENT CALENDAR\nDEPARTMENTAL REGULAR MATTERS\nCITY MANAGER'S OFFICE

5)\nREVIEW OF INVESTIGATION REPORT PREPARED BY GEMELLI EMPLOYMENT\nLAW REGARDING CONCERNS RAISED BY COUNCILMEMBERS AT SEPTEMBER\n16, 2025 COUNCIL MEETING\nIt is recommended that the City Council:\n1. Receive and file the Confidential Investigation Report prepared by Gemelli\nEmployment Law dated February 26, 2026;\n2. Direct staff and/or outside counsel to prepare and present recommendations\naddressing governance structure, lines of authority, and appropriate administrative\nprotocols within the council-manager form of government for consideration at a future\nduly noticed City Council meeting; and\n3. If the City Council wishes to consider any formal action in response to the\nInvestigation Report, direct staff to agendize such action for consideration at a future\nduly noticed City Council meeting.
