1. ASSEMBLY BILL 361 FINDINGS FOR SPECIAL BROWN ACT\nREQUIREMENTS FOR TELECONFERENCE MEETINGS - Make the following\nfindings so that teleconference meetings of the City Council and the City’s\ncommittees can continue to be conducted pursuant to the AB 361 special\nBrown Act requirements: the City Council has reconsidered the circumstances\nof the COVID-19 state of emergency; and state and local officials continue to\nrecommend measures to promote social distancing.

2. CULTURAL RECREATION ADVISORY BOARD APPOINTMENTS - Appoint\nthe following individuals to two-year terms on the Cultural Recreation Advisory\nBoard, terms of office ending December 31, 2024. New appointees: Cristina\nAlvarez Barrett, Peggy Frank, Steve Kerman, Bonnie Quintanilla, Mindy\nSchneider and reappoint Andrea Robinson, Elhum Vahdat and Christianne\nWinthrop.

3. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH\nMUNICIPAL RESOURCES GROUP FOR EMERGENCY PREPAREDNESS\nPLANS - Authorize the City Manager to enter into a Professional Services\nAgreement with Municipal Resources Group and to submit for reimbursement\nfrom the grant awarded by the Santa Monica Mountains Conservancy.

4. AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT WITH\nSABERDOME (DBA – LANDSPEED) FOR INFORMATION TECHNOLOGY\nSERVICES AND SUPPORT - Approve Amendment No. 1 to the Professional\nServices Agreement with SaberDome Corporation, doing business as\nLandspeed, to provide information technology services and authorize the\nMayor to sign and execute the agreement on behalf of the City.

5. ADOPTION OF ORDINANCE NO 299-23. ORDINANCE TITLE: AN\nORDINANCE OF THE CITY OF WESTLAKE VILLAGE REGARDING\nELECTRONIC CAMPAIGN DISCLOSURE STATEMENT FILING AND\nAMENDING THE WESTLAKE VILLAGE MUNICIPAL CODE AND\nAPPROVING A CEQA EXEMPTION DETERMINATION - Adopt Ordinance\nNo. 299-23.\nOLD BUSINESS:

1. PRESENTATION OF THE 2022 COMMUNITY SURVEY RESULTS - City Council\nreview the results of the 2022 community survey and provide any comments as\ndeemed appropriate.

AMENDMENT NO. 2 TO RRM DESIGN GROUP CONTRACT FOR DESIGN OF\nWESTLAKE VILLAGE COMMUNITY PARK PICKLEBALL COURTS - Approve\nthe proposed Amendment No. 2 to the contract with RRM Design Group extending\nthe term of the agreement by 12 months increasing the compensation by $7,600;\nand authorize the Mayor to execute the contract amendment on behalf of the City.\nNEW BUSINESS:

1. PUBLIC HEARING FOR CONDITIONAL USE PERMIT NO. 22-007;\nRESOLUTION NO. 2281-23 - Adopt Resolution No. 2281-23, A Resolution of the\nCity Council of the City of Westlake Village determining Conditional Use Permit\nNo. 22-007 is exempt from CEQA and approving Conditional Use Permit No. 22-\n007 to authorize the operation of a private school and tutoring facility located at\n30700 Russell Ranch Road, Suite No. 185.

2. PUBLIC HEARING REGARDING ORDINANCE NO. 300-23 PERTAINING TO\nTEMPORARY USE PERMITS AND OUTDOOR DINING AREAS. ORDINANCE\nTITLE: AN ORDINANCE OF THE CITY OF WESTLAKE VILLAGE AMENDING\nTEMPORARY USE PERMIT REGULATIONS IN THE WESTLAKE VILLAGE\nMUNICIPAL CODE AND APPROVING A CEQA EXEMPTION DETERMINATION\n- Waive the full reading and introduce Ordinance No. 300-23.\nCONSENT CALENDAR: Matters listed under the Consent Calendar are considered to be routine and\nwill be enacted by one motion and one vote. Unless otherwise requested by a Councilmember, there will\nbe no separate discussion of these items.
