3.2 Award of Subcontract Agreement to Children’s Bureau for Family Resource Center\nFamily Stabilization Services and Authorization of a Purchase Order.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Approve the Subcontract Agreement with Children’s Bureau for the provision\nof Family Stabilization Services for fiscal years 2023-24 and 2024-25; and\nB. Authorize the corresponding Purchase Order for fiscal year 2023-24; and\nMAY 10, 2023\nC. Authorize the City Manager to execute the Agreement on behalf of the City, in a\nform approved by the City Attorney.

3.3 Approval of Cooperative Agreement for School Resource Officer (SRO) Program\nwith the Westminster School District in Fiscal Year 2022-2023.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Approve the Cooperative Agreement for School Resource Officer Program with the\nWestminster School District to provide one full-time School Resource Officer with a\ntotal cost of $209,846 for 13 months of service; and\nB. Approve a revenue budget increase of $16,142 for one month of SRO services in\nFiscal Year 2022-2023 to General Police - Reimbursements; and an expenditure\nbudget increase of $16,142 to General Police - Permanent Wages for the Fiscal\nYear 2022-2023; and\nC. Approve a revenue budget increase of $198,500 for 12 months of SRO services in\nFiscal Year 2023-2024 to General Police - Reimbursements; and expenditure\nbudget increase of $198,500 to General Police - Permanent Wages to be included\nin the Fiscal Year 2023-2024 budget; and\nD. Authorize the addition of one full-time police officer to Police Department staffing;\nand\nE. 5.2 Continued from April 26, 2023 Regular Meeting - Strategic Plan Goal #2 - Develop\nand Implement Specific Plans for Little Saigon, the Downtown District, and the West\nSide.\nStrategic Plan Objective: Provide the City Council with an update on the City’s\nrecently adopted Zoning Code - Phase A and the status of the City’s ongoing Zoning\nCode Update - Phase B, including an overview of the project schedule.\nRECOMMENDATION: Staff recommends that the Mayor and City Council provide\ndirection and receive and file this report.

6.1 Consider a Resolution to Oppose Assembly Bill 742 Concerning a Ban on the Use\nof Police Canines.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider\nadoption of a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL\nOF THE CITY OF WESTMINSTER, CALIFORNIA, OPPOSING ASSEMBLY BILL 742\nCONCERNING A BAN ON THE USE OF POLICE CANINES.”\nMAY 10, 2023

6.2 Consider a Flagpole Policy for City-Owned or Controlled Flagpoles in the City of\nWestminster.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\nadoption of an official flagpole policy for the City of Westminster.

6.3 Council Policy for Elected and Appointed Officials and Media Advertisements.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\nrequest to create a policy addressing elected and appointed officials and media\nadvertisements on behalf of the City.
