Republic Services - Amendment No. 2 Franchise Agreement for Solid\nWaste and Recycling Services\nRecommendation:\n1) Introduce and conduct first reading of Ordinance No. 3140 finding the\nherein ordinance is exempt from review under the California\nEnvironmental Quality Act and adopting Amendment No. 2 to an\nExclusive Franchise Agreement for the Provision of Solid Waste and\nRecycling Services with Consolidated Disposal Service, L.L.C., dba\nRepublic Services (A17-162) adopted by Ordinance No. 3077 to add\nlanguage to comply with Short-Lived Climate Pollutant Regulations (SB\n1383).\n2) Set a public hearing at the regular City Council meeting to be held on\nApril 11, 2023, in the City Council Chamber at City Hall at 6:00 p.m. or as\nsoon thereafter as the matter can be heard.

Accessory Dwelling Unit and Junior Accessory Dwelling Unit\nOrdinance Zoning Code Amendment No. ZCA22-0002 and CEQA\nexemption\nRecommendation:\n1) Introduce and conduct the first reading of Ordinance No. 3147 as\nrecommended by the Planning Commission approving Zoning Code\nAmendment No. ZCA22-0002 to comply with new state laws pertaining to\naccessory dwelling units and junior accessory dwelling units and to find\nsuch amendments to be categorically and statutorily exempt from the\nCalifornia Environmental Quality Act (CEQA); and\n2) Provide direction to staff to circulate a Request for Proposal (RFP) and\ncoordinate with other utilities to prepare a citywide study to evaluate the\nexisting sewer and water capacities.
