Chicken Koop Restaurant\n6713-6719 Comstock Avenue\nConditional Use Permit No. CUP23-0002\nRecommendation: Receive and file Conditional Use Permit No. CUP23-\n0002 approved by the Planning Commission under Resolution No. P.C.\n2023-08, with conditions of approval, to expand an existing restaurant into\nadjacent tenant space; and upgrade an existing Type 41 (Beer & Wine) to a\nType 47 (general alcohol sales license) located at 6713-6719 Comstock\nAvenue.\nEnvironmental Review\nThe project is categorically exempt from the environmental review process,\npursuant to Section 15303, Class 3 (New Construction or Conversion of\nSmall Structures) of the California Environmental Quality Act (CEQA)\nbecause the project involves the conversion of an existing tenant space of\nless than 10,000 square feet and involves minor modifications to the exterior\nof the existing building.

12.E. Update Governor’s Office of Emergency Services Form 130\nRecommendation: Adopt Resolution No. 2023-57 designating authorized\nagents on the State of California Governor’s Office of Emergency Services\nForm 130 and authorize the named agents to file appropriate disaster\nrecovery documents.

12.F. Friends of the Whittier Public Library Donation\nRecommendation: Adopt Resolution No. 2023-58 amending the Fiscal Year\n2023-24 Budget to accept a grant from the Friends of the Whittier Public\nLibrary and appropriate $125,000 for Library services and programs.

12.G. Class 4 Stake Bed Dump Body Installation\nRecommendation: Authorize the purchase and installation of a stake bed\ndump truck body from Western Truck Exchange, Los Angeles, CA, in the\namount of $43,935 and adopt Resolution No. 2023-59 amending the Fiscal\nYear 2023-2024 Budget to appropriate an additional $15,000 from the\nMobile Equipment Replacement Fund to fully fund the installation of a Class\n4 Stake Bed Body.

12.H. Golden Bell Products Agreement for Sewer Manhole Pest Control\nTreatment\nRecommendation: Authorize the Executive Director to execute a service\nagreement with Golden Bell Products on behalf of the Whittier Utility\nAuthority (WUA) for sewer manhole pest control treatment in an amount not\nto exceed $60,000.

12.I. 22-017 Orange Grove & Vicinity Water Main Replacement – Award of\nContract\nRecommendation:\n1) Adopt Resolution No. WUA-2023-04 amending the Fiscal Year 2023-24\nBudget in the amount of $178,388 for the Orange Grove Water Main\nReplacement Project;\n2) Award the construction contract to Ramona Inc. in the amount of\n$4,503,080 for the construction of the Orange Grove & Vicinity Water Main\nReplacement;\n3) Reject all other bids;\n4) Authorize the Executive Director to sign the contract on behalf of the\nWhittier Utility Authority; and\n5) Approve $450,308 in contingency funding subject to the approval of the\nExecutive Director.

12.J. Santa Gertrudes Avenue Improvements Federal Project No. STPLG-\n5111(070) - Award of Contract\nRecommendation:\n1) Adopt Resolution No. 2023-60 amending the Fiscal Year 2023-24 Budget\nwith supplemental appropriation for the Santa Gertrudes Avenue\nImprovements Federal Project No. STPLG-5111(070);\n2) Award the construction contract to Onyx Paving Company, Inc., Anaheim,\nCalifornia, in the amount of $3,637,000 for the construction of Santa\nGertrudes Avenue Improvements Federal Project No. STPLG-5111(070);\n3) Reject all other bids;\n4) Authorize the City Manager to sign the contract on behalf of the City; and\n5) Approve $363,700 in contingency for the Santa Gertrudes Avenue\nImprovements Federal Project No. STPLG-5111(070) subject to the\napproval of the City Manager.

14.B. Solid Waste and Recycling Franchise Agreement\nRecommendation: Provide direction to staff on which hauler(s) to negotiate\nwith for the next Solid Waste and Recycling Services Franchise Agreement\nand create an Ad Hoc Committee on negotiating a new Franchise\nAgreement(s).
