13.A. 2023-24 Consolidated Annual Performance and Evaluation Report\nRecommendation: Conduct a public hearing to review and approve the\nConsolidated Annual Performance and Evaluation Report (CAPER) for the\nperiod beginning July 1, 2023, and ending June 30, 2024; and authorize the\nCity Manager to submit the report, along with any public comments received\nand necessary revisions, to the United States Department of Housing and\nUrban Development (HUD).

Ordinance No. 3161 – Rent Stabilization in Mobilehome Parks Annexed\ninto Whittier\nRecommendation: Introduce and conduct the first reading of Ordinance No\n3161, adding Chapter 9.20 to Title 9 of the Whittier Municipal Code Relating\nto rent stabilization in mobilehome parks which parks are annexed into the\nCity of Whittier from Unincorporated County of Los Angeles.\nEnvironmental Review\nPursuant the ordinance is not a “project” subject to the California\nEnvironmental Quality Act (CEQA), because this ordinance merely\nestablishes economic regulations which do not cause any impact on the\nenvironment. Even if such regulations did impact the environment, because\nthe differences between the two ordinances are extremely minor, this\nordinance does not create any significant changes to the environment, but\nrather, preserves the status quo.
