Chicken (Hen) Fee Reduction Extension\nRecommendation: Adopt Resolution No. 2024-55, amending Resolution No.\n8865 to temporarily extend the Minor Conditional Use Permit (MCUP) fee\nresolution for certain application services related to the ownership and\nkeeping of specified fowl on any Residential (R)-zoned lot effective through\nOctober 10, 2025.

12.G. Professional Services Agreement with GRC Associates, Inc.\nRecommendation: Approve the professional service agreement with GRC\nAssociates , Inc. with an expenditure not to exceed $100,000 and authorize\nthe City Manager to execute the agreement and necessary amendments.

12.H. Professional Services Agreement with MDG Associates, Inc.\nRecommendation: Approve the professional service agreement with MDG\nAssociates, Inc. with an amount not to exceed $100,000 and authorize the\nCity Manager to execute the agreement and necessary amendments.

12.I. Extension of Software Agreement with CentralSquare Technologies,\nLLC-UKG Ready\nRecommendation:\n1) Approve and authorize the City Manager to execute an agreement for an\nextension with CentralSquare Technologies, LLC-UKG Ready for the\nimplementation of a human resources and payroll system; and\n2) Adopt Resolution No. 2024-56, amending the Fiscal Year 2024-25 Budget\nwith a supplemental appropriation for the extension of software agreement\nwith CentralSquare Technologies, LLC-UKG.

12.J. 2024 Edward Byrne Memorial Justice Assistance Grant\nRecommendation: Accept the 2024 Edward Byrne Memorial Justice\nAssistance Grant in the amount of $15,262.

12.K. 23-002 Sidewalk Maintenance Program (Phase 1) - Notice of\nCompletion\nRecommendation:\n1) Accept the public sidewalk easement from 13205 Philadelphia Street and\n6705 Painter Avenue;\n2) Authorize the City Clerk to execute the public sidewalk easement\ndocument;\n3) Accept the work performed by S&H Civilworks for the 23-002 Sidewalk\nMaintenance Program (Phase 1); and\n4) Authorize the City Clerk to file the Notice of Completion on behalf of the\nCity of Whittier.

12.L. 23-008 Michigan Park Improvements Project – Notice of Completion\nRecommendation:\n1) Adopt Resolution No. 2024-57, amending the Fiscal Year 2024-25 Budget\nto add supplemental appropriation in the amount of $34,920 for the\nMichigan Park Improvements Project;\n2) Accept the work performed by TOWO Enterprises, Inc. for the Michigan\nPark Improvements Project; and\n3) Authorize the City Clerk to file the Notice of Completion on behalf of the\nCity of Whittier.

12.M. 23-012 Community Center Roof Replacement Project – Award of\nContract\nRecommendation:\n1) Adopt Resolution No. 2024-58, amending Fiscal Year 2024-25 Budget\nwith an appropriation for 23-012 Community Center Roof Replacement\nProject;\n2) Award the construction contract to Best Contracting Services Inc., in the\namount of $574,525 for the 23-012 Community Center Roof\nReplacement Project;\n3) Reject all other bids;\n4) Authorize the City Manager to sign the construction contract on behalf of\nthe City; and\n5) Approve $57,453 in contingency for the Project subject to the approval of\nthe City Manager.

12.N. 2025 Business Improvement Area (BIA) Assessments\nRecommendation:\n1) Approve the Whittier Uptown Association 2023-2024 annual report and\nproposed 2025 budget.\n2) Adopt Resolution No. 2024-59 declaring the City’s intention to levy and\ncollect assessments within the Uptown Whittier Business Improvement\nArea for calendar year 2025.\n3) Schedule a public hearing to consider the matter on October 22, 2024.

12.O. 24-012 La Serna Drive North of Whittier Boulevard Rehabilitation\nProject - Notice of Completion\nRecommendation: Accept the work performed by R.J. Noble Company for\nthe 24-012 La Serna Drive North of Whittier Boulevard Rehabilitation Project\nand authorize the City Clerk to file the Notice of Completion on behalf of the\nCity of Whittier.

13.A. 2023-24 Consolidated Annual Performance and Evaluation Report\nRecommendation: Conduct a public hearing to review and approve the\nConsolidated Annual Performance and Evaluation Report (CAPER) for the\nperiod beginning July 1, 2023, and ending June 30, 2024; and authorize the\nCity Manager to submit the report, along with any public comments received\nand necessary revisions, to the United States Department of Housing and\nUrban Development (HUD).

13.B. Ordinance No. 3161 – Rent Stabilization in Mobilehome Parks Annexed\ninto Whittier\nRecommendation: Introduce and conduct the first reading of Ordinance No\n3161, adding Chapter 9.20 to Title 9 of the Whittier Municipal Code Relating\nto rent stabilization in mobilehome parks which parks are annexed into the\nCity of Whittier from Unincorporated County of Los Angeles.\nEnvironmental Review\nPursuant the ordinance is not a “project” subject to the California\nEnvironmental Quality Act (CEQA), because this ordinance merely\nestablishes economic regulations which do not cause any impact on the\nenvironment. Even if such regulations did impact the environment, because\nthe differences between the two ordinances are extremely minor, this\nordinance does not create any significant changes to the environment, but\nrather, preserves the status quo.

14.A. City Street Lighting\nRecommendation: Receive and file the report and provide direction as\nnecessary.

14.B. Survey of Additional Properties in the vicinity of the Central Park\nHistoric District\nRecommendation: Receive and file the information provided and direct staff\nto prepare necessary documents.
